Strategic Highway Research Program 2 Title: Implementing the Results of the Second Strategic Highway Research Program Saving Lives, Reducing Congestion, Improving Quality of Life Estimated funding: $400 million Executive-level oversight committee w/IT

SHRP2 Focus Areas Safety: Significantly improve highway safety by achieving an understanding of driving behavior through a study of unprecedented scale. Renewal: Develop design and construction methods that cause minimal disruption and produce long-lasting facilities to renew the aging highway infrastructure. Reliability: Reduce congestion and improve travel time reliability through incident management, response, and mitigation. Capacity: Integrate mobility, economic, environmental, and community needs into the planning and design of new transportation capacity.

Critical Issues in Transportation The Executive Committee of the TRB has outlined the most critical transportation issues facing the nation in this first decade of the new century: CONGESTION: increasingly congested facilities across all modes; EMERGENCIES: vulnerability to terrorist strikes and natural disasters; ENERGY AND ENVIRONMENT: extraordinary challenges; EQUITY: burdens on the disadvantaged;

Critical Issues (continued) FINANCE: inadequate revenues; HUMAN AND INTELLECTUAL CAPITAL: inadequate investment in innovation; INFRASTRUCTURE: enormous, aging capital stock to maintain; INSTITUTIONS: 20th century institutions mismatched to 21st century missions; and SAFETY: lost leadership in road safety.

Strategic Direction for Committee The strategic directions for the future are: Identify emerging technologies and promote research that encourages innovative approaches to using these technologies. Identify and support the use of data analysis to improve safety and security of our transportation systems. Identify and support research on ways to integrate information technologies with other technologies being developed for use on a construction site. Study organizational structures and relationships that best support the use of technology to better operate our transportation systems.

Strategic Directions (continued) Partner with the AASHTO Information Systems Subcommittee to maintain a tie to the State Transportation IT executives and seek ways to address their needs. Promote the innovative uses of information systems and data to address the critical issues in transportation. Partner with other TRB committees to include consideration of information system needs and data in addressing their functional areas. Identify the data needs of transportation executives and determine the best tools for providing assessments, decision information, and trends. Place more emphasis on research needs of stakeholders and monitor progress of defined research activities..

What are the key long term and emerging issues that your committee is tracking? 1) Addressing effective organizational structures and partnerships that are necessary to create a responsive IT organization within our transportations agencies. 2) Determining the best use of open source solutions when selecting IT tools and products. 3) Development of a recommended IT architecture for supporting transportation processes and policies. 4) Identifying the technologies that support mobile activities such as traffic counters, bridge inspectors, road inspectors, and surveyors. 5) Dealing with the convergence of multiple technologies for supporting construction site efficiencies, the vehicle information integration efforts, safety and security concerns, and data analysis with exponential increases in data being collected.

Critical and Cross-cutting Issues 1) Partner with the Construction Management Committee (AFH10) 2) Partner with the Committees on Emerging Technology for Design and Construction (AFH 30), Critical Transportation Infrastructure Protection (ABE40), and the Task Force on Training, Education, and Technology Transfer (ABE40(5)) 3) Partner with the committees working safety, security, and congestion issues to make better use of data and data analysis tools. 4) Partner with Geospatial Information Systems Committees to develop a road map for making better use of GIS within state DOT’s

What activities are planned next year to achieve your goals? 1) Workshop to promote use of information technologies to better manage construction. (This workshop is well attended and getting a following). 2) Include DOT CIO staff at annual meeting committee session 3) Conduct mid-year meeting and workshop with AASHTO IS subcommittee meeting to get input from DOT IT executives about their needs. Partner with AASHTO to promote IT research needs

Strategic Directions (continued) 4) Create a strategic plan for research that is part of the committee structure and operations. 5) Learn more about open source directions, architectures, and standards. 6) Develop a strategy to communicate IT research needs, educational activities, and knowledge transfer. B. What activities are envisioned in future years? 1) Partnering with research activities related to the application of restricted use technologies in transportation organizations. 2) Promote research based on defined needs of stakeholders 3) Focus more attention on research needs and ways to achieve a greater number of research activities.
