4 Program Overview $500 million in FY11 grant funds to expand and improve the ability of eligible institutions to deliver education and career training programs – capacity building grants Awards to institutions of higher education and consortia of two or more individual eligible institutions – Includes public, proprietary, or other non-profit educational institutions Period of performance is 36 months – Includes implementation and start-up, program development and enhancement, and grant close-out

TAACCCT Grant Awards

6 Targeted Population Funds will provide education and training programs suitable for workers eligible for training under the TAA for Workers program. The Department expects that once programs are implemented they will benefit a wide range of individuals.

Legislation and Funding for TAACCCT TAACCCT is a stand-alone program amendments to the Trade Act established the program The program was expanded under the Reconciliation Act, which was passed in April Most importantly, the Reconciliation Act fully funded the program for 4 years, beginning with FY 2011 While the 2009 amendments to the TAA for workers program expired in February 2011, leaving the program operating under the requirements of the Trade Act in effect before those 2009 amendments took effect, the authorization and appropriation of funds to carry out the TACT program was not affected by these changes

What’s WIA/What’s Not FPOs will need to look at each specific section of the SGA to answer questions. For example, supportive services are not an allowable cost in this grant program. Participants should receive services from WIA and TAA programs, as appropriate. Administrative requirements: Nondiscrimination and equal opportunity provisions of WIA apply Legal requirements: Religious activities and federal assistance under title 1 of WIA apply

Grantees will be participate in an initial orientation on October 25 and a series of trainings related to financial and administrative management, and performance reporting are now scheduled through October and November New TA and training planned for remainder of 2011 and early 2012 is in development! Small contract being procured to support TA for these grants including initial grantee convening in DC Technical Assistance

16 Reporting TAACCCT grantees are required to submit quarterly and annual program reports to ETA in order to comply with the reporting and record keeping requirements of the grant These reports are: – Quarterly Progress Reports – Annual Performance Reports

17 Quarterly Progress Report Each grantee must submit a Quarterly Progress Report (QPR) containing updates on the progress and implementation measures specified in each grant

18 Annual Performance Report Each grantee must submit an Annual Performance Report (APR) that reflects the longer-term outcomes of program participants and a comparison cohort – The APR contains two tables Table 1: aggregate year-by-year information on all participants Table 2: cumulative information on participant and comparison cohorts only

19 Final Performance and Outcomes Report The last Quarterly Progress and Annual Performance Reports will serve as the grant’s Final Performance and Outcomes Report

Key Milestones Grant Start Date: October 1, 2011 First quarterly progress report due February 2012 First annual performance report due November 2012 Grant End date: September 30, 2014
