© NRW.Europa 2016 Lessons learned1/4 Workshop – Innovation procurement experiences in Europe | | 15 Procurement of innovation is widely unknown in Europe, particularly the H2020 funding instruments for PCP and PPI  Further awareness rising is needed  Establishing a network of info / competence centres on PPI Europe wide in order to share best practice in how to reach the target groups best  All kinds of target groups have to be addressed: puplic organisations, research institutes, companies, consultants  Activities in procurement processes (market consultations, lauch of calls) must be more transparent to the public, especially SMEs

© NRW.Europa 2016 Lessons learned2/4 Workshop – Innovation procurement experiences in Europe | | 16 Procurement of innovation needs a special spirit in public organisations:  Visionary people in the management, in the procurement department and in the specialised departments to identify innovative needs  Time and capacities for the procurer to find innovation in the market: Innovations are not listed in common catalogues Internet research, visit of fairs, talks with expert are instruments to identify innovations => that‘s time consuming  But capacities and special competences (e.g. technical know) are missing at the moment in many procurement departments

© NRW.Europa 2016 Lessons learned3/4 Workshop – Innovation procurement experiences in Europe | | 17 PPI might be easier to realise for public organisations than PCP  Like every R&D project is PCP riskfull  The R&D work may not succeed which is seen in the media and in the public as a waist of public money  In view of empty pay windows in public organisations this is to avoid  Lack of money, change in political surroundings, etc. sometimes lead to break off in PPI processes

© NRW.Europa 2016 Lessons learned4/4 Workshop – Innovation procurement experiences in Europe | | 18 BUT: a lot of public organisations are doing PPI since many years !  To identify theses procurements a clear definition of „innovation“ is needed  It may be necessary to have statistical indicators for „innovation“ in the future
