2 MISSION STATEMENT At Primoris Energy Services, we are committed to provide the highest quality pipeline services that meet or exceed the performance and value expectations of our customers by: Providing a high quality service by adhearing to strict safety and quality standards to protect our people, customers and the environment. We believe in treating people fairly and with respect. Our company conducts business in a fair and ethical manner. We do the job right, the first time. Primoris complies with or exceeds all government regulations. We believe in listening and being responsive to employee and customer needs.

3 PSC Safety and Health Policy The health and safety of Primoris Services Corporation (PSC) employees is a core business value; where this value applies everywhere, to everyone, in every activity and every decision, at all times. All incidents and injuries are preventable and we are committed to provide all necessary resources to achieve an incident free workplace.

4 PSC HEALTH AND SAFETY POLICY STATEMENT We recognize that it is a leadership responsibility to implement actions necessary to achieve a healthy and injury-free workplace. We are committed to continual improvement of our company’s health and safety management system, and recognize the importance of employee participation. 5 Hiring process The Training department will verify employees’ credentials. If an employee does not have a craft certification, the employee will be set up for an assessment. The Training department will administer a PES skill assessment to evaluate and determine the skill level of the employee. The initial PES assessment is a key component to determine the employees’ starting pay.

6 Safety Orientation All new employees receive a pre-employment safety orientation. All employees are encouraged to be familiar with the Primoris Pipeline Services Company Policy and Safety Manual and to abide by those policies.

8 On-the-job Assessment The supervisor will observe the employee performing the duties assigned to the job. The supervisor will advise employees on the correct methods to perform duties. The supervisor will discuss weaknesses with the employee.

9 Training assignments PES has developed a matrix to use as a guide for career development.

12 Operating 101 training For employees who desire to learn to operate heavy equipment. 1.Student must be recommended by a superintendent. 2. Training is conducted by subject matter expert. 3. Consist of classroom and hands-on exercises, in a controlled atmosphere and directed by a subject matter expert.

13 Safety classes are taught on weekends, as well as regular work days.

14 Craft training is made available through Associated Builders and Contractors (ABC). ABC works with National Center for Construction Education and Research (NCCER) for craft training and development.

15 PES - Has four NCCER Accredited Assessment Centers. Four Master trainers Ten Trainers and Performance Evaluators for DOT, OQ requirements. Perform OQ evaluations for NCCER, Veriforce, OQSG, Energy World Net. Perform OQ evaluation for third-party workers.

16 Lunch and learn The Training Center is open at lunch time for information and informal discussions on topics such as workplace violence, team-building.

17 Management training Safety management and Behavior based safety Top down approach to managing safety and risk Structured process that obligates teams to manage safety with the same level of priority that other "business processes are managed. Behavior based safety and observations is the process by which work activity is observed evaluated and improved

18 Safety Meetings Primoris Energy Services operates in a widespread area. Therefore, it is necessary to hold safety meetings at all job sites. These safety meetings are very effective in promoting safety and health practices. Every safety meeting will be documented by using the Primoris Energy Service “Safety Meeting” form, signed by each attendee. Participant comments or concerns shall be documented and attached to the form along with actions taken, if required, to address the specific concerns. Our goal is to keep our employees informed about safety issues and regulations; therefore, forms must be signed and safety meetings are mandatory to attend!
