Progress Report Overview and Action by Action statement of progress l Acknowledging that progress almost entirely due to national and partner organisation actions l Explicitly recognising some clear responses as examples but being careful to mention wider community involved l Encouraging progress with the many actions that have made partial progress l Honest but diplomatic re absence of action or changed GCOS goals l Not overly lengthy e.g. 30 pages and at least the executive summary to be aimed at UNFCCC, WMO etc delegates

Progress Report Writing strategy l Main drafting by Panel chairs and representatives of partner observing systems GOOS, GTOS, and WMO through GCOS secretariat l Dealing with gaps in knowledge by /telephone and use a few selected experts and the IP update team for initial review l Submitted to SBSTA while a completed draft and under open review l Finalised Summer 2009.

GCOS IP update l An update (not a rewrite) but making corrections, and providing extra detail where it is lacking l Incorporate much of satellite supplement (probably with very minor alteration) l More specific re Atmospheric composition, and Cryosphere but distinguishing between “continuous” global and decadal measurement needs, and mentioning supporting research observation needs l Aiming to include regional adaptation needs for ECV’s and raise needs for observations that will help link impacts to physical climate l Under detailed partner consultation and open review along side progress report.

Progress Report Writing strategy l Main drafting by Expert drafting team of about 30 meeting once then by s. l Jim Rasmussen editor l Follow on with just chairs plus experts and partners according to need l Length of IP will increase only to the extent essential to new details l Submitted to SBSTA while a completed draft and under open review l Finalised Summer 2009.
