Serbia Enterprise Development Project Organization and Strategy What the are we doing? June 8, 2005 September 7, 2004

Golden Rule There are no rules Three are also no magic formulas, or guarantees

Guideline 1: fixate on results SEDP’s main reportable results are jobs and exports, current and future If there is no clear link, question the activity

Guideline 2: clusters as framework of analysis Clusters as a unit of analysis: Comprehensive Facilitates gap analysis Reveals dynamics Cluster as an end point Optimal dynamics not clear Overemphasis on cooperation Feasibility

Guideline 3: anything goes (almost) Look broadly and on all levels, then focus Never know where results are going to be Focus on sector level progress Entrepreneurial, flexible

Guideline 4: existing and future product mix Main employment effects are in existing product mixes, main growth effects are in innovation Need to balance

Guideline 5: ongoing project review Constant review of strategy All actions justified in terms of project goals Cut bait

Guideline 6: tune in Push to the market Keep engaged The best intelligence comes from the sector

Guideline 7: focus on sustainability Achieving it: –Associations –Curriculum –Permanent access to new information –New trade and investment partners –Changes in strategy and behavior –laws and regulations
