Warm up: Why do you think their would be a debate over the Emancipation Proclamation? Form groups of three, discuss the prompt and have one person write down your ideas

Why would there be a debate? Simply put, the EP did not free anyone until after the war. It only would free people if the Union won the war These has lead many historians to discuss it’s purpose and historical significance.
