2035 Comprehensive Plan Update Introduction/Demographics 7/10/14 Planning Commission Meeting

Purpose of the Comprehensive Plan The purpose of a Comprehensive Plan is to provide a basis for assisting the County in promoting an optimal development pattern over the next 20 years. The Plan shall serve as a guide to assist in decisions related to development, growth, and provision of public services. The Comprehensive Plan is general in nature and “comprehensive” covering a wide range of topics such as land use, transportation, environmental issues, public services, etc; and it is long range.

Purpose of the Comprehensive Plan The Comprehensive Plan provides guidance for the formation and implementation of various tools that guide growth and development decisions. Comprehensive Plan Zoning Ordinance Subdivision Ordinance Capital Improvement Program Other Policies & Regs

Legal Basis for Comprehensive Plan Code of Virginia requires localities to adopt a comprehensive plan for the physical development of the jurisdictions. The Code requires consideration be given to existing conditions and growth trends. The Plan shall include: ▫Long range recommendations for general development ▫Designation of areas for affordable housing ▫A Transportation plan that includes:  Hierarchy of roads  Map that shows road/transportation improvements  Plan shall be consistent with the State Six Year Plan  Align transportation infrastructure with affordable, accessible housing and community services in order to facilitate community integration of the elderly and persons with disabilities.
