Web Server wouldn’t it be simple if.. We could style in ArcGIS Desktop or QGIS and upload to GeoServer Tried some free open software no success yet Tried writing software but only got so far... “Borrow an ArcGIS Server create tile cache and feed it through” Perhaps buy some kit or use MapServer?
