…6… Less money! Challenging economic environment = universities need to do more with less EUA’s Public Funding Observatory shows: In 15 systems universities received less direct public funding in 2014 than in 2008!

 Performance elements are more and more frequently found in funding mechanisms although their share in overall funding can often be limited. More performance!

Important role of competitive funding The selection of indicators reflects policy priorities

More Efficiency within institutions! “….no-one should try to convince me that bloated institutions should not be tightened up. The education sector needs to hold back like all the other areas.“

 Some universities have more than a 100 funding sources!  Tendency for further increase in the future!  New funding sources often represent a small % of overall budget  Different accountability regimes – high costs of compliance! More diverse income sources!

Success rate Overall success rate goes down from 20% in FP7 to 14% in Horizon 2020 (EC after 100 calls) More than 1/5 of sample note lower success rate Lower success rate has an impact on academic behaviour and researchers’ motivation

Proposed measures Other proposed solutions include more support for proposal writing, clearer guidelines on resubmission etc.
