INCITS Ad Hoc on Open Source Introduction Open Source Survey Result Agenda

Definitions Open Standards – Development of published, stable, open specifications that may be implemented by anyone Open Source (aka Open Source Software - OSS) – Method of producing software based on the use and improvement of shared technology to create new solutions. Reference: – ITI Views on Open Standards and Open Source Software ITI Views on Open Standards and Open Source Software

Ecosystems are necessary for technology to succeed. Open standards and open source are two catalytic tools for ecosystems. Open standards and open source can be complementary, e.g.: 1.Pre-standardization: Open Source provides POC, opportunity to develop standards based on community implementations 2.Standardization: Open Source implementation experience contributes to the development of stable tech specs and/or expected interoperable outcomes 3.Post-standardization: Open Source can help growth of standards usage (e.g., reference implementations through open source) Some emerging technologies embrace both Open Standards and Open Source (e.g. SDN/NFV, IoT, …) Open Source and Open Standards

Indications of Interest Open Standards & Open Source under one roof – Open Connectivity Foundation (OCF) - IoT standards and OSS implementations Open Connectivity Foundation (OCF) – OASIS Open Repositories – public GitHub repository support for OASIS TCs (e.g. saml.xml.org) OASIS Open Repositories SDOs evaluating Open Source & Open Source strategy – ETSI Open Source & Standards: NFV, OPNFV (NFV ecosystem), long term plan on OSS ETSI Open Source & Standards – IEEE-SA CAG: Open Source Ad-Hoc formedOpen Source Ad-Hoc formed Open Source implementations of Open Standards – W3C HTML 5 standard implemented via multiple OSS projects (Webkit, Gecko, Blink, etc)OSS projects – Apache Xerces – implementation of processer for parsing, validating, serializing W3C XML Apache Xerces – ATIS open Source project ORCA (Open Real-time Communications API) using W3C WebRTCORCA – OASIS/ITU SAML – OSS ImplementationsOSS Implementations Other – Alliance for Open Media (an open-source project developing next-generation media codec) was launched by Amazon, Cisco, Google, Intel Corporation, Microsoft, Mozilla and Netflix. Alliance for Open Media

Agenda INCITS Ad Hoc on Open Source Observations Open Source Survey Result

Open Source Survey Results Survey conducted February – March 2016 to solicit input from INCITS technical committee leadership. Eight total / seven unique responses to Open Source Questionnaire Awareness and Experience Q1:Would your work group team have awareness and experience with open source as an industry development tool? A:Yes – 7No – 1

Open Source Survey Results Alternative to a Standard Q2:Prior to electing to develop a formal standard, has your working group considered open source as an alternative or a complement? A:Yes – 1No – 7 Open Source Utility Q3:Would you view open source development being useful to your working group? A:Yes – 2No – 6

Open Source Survey Results Open Source Consideration Q4:Has your working group considered developing open source code bases as a part of the standardization work? A:Yes – 0No – 8 INCITS OS Value Proposition Q5:Would you see a value proposition for INCITS to pursue an open source developmental model? A:Yes – 4No – 4

Discussion There is great awareness about Open source within the TCs who have responded so far Responses indicated a level of uncertainty regarding the implementation of Open Source within the TCs It is too soon to draw conclusions about how Open Source fits in INCITS, therefore more feedback is highly desired – Thanks for your responses today and to the survey!
