PROJECT PROJECT DESCRIPTION DEPLOYMENT OF A TELEMEDICINE SYSTEM IN TWO ACADEMIC CENTERS FOR GASTROENTEROLOGY: UNIVERSITY OF SZEGED, FIRST DEPARTMENT OF MEDICINE AND „VICTOR BABES” UNIVERSITY OF MEDICINE AND PHARMACY OF TIMISOARA, DEPARTMENT OF GASTROENTEROLOGY FOR PROFESSIONAL TRAINING AND EDUCATION

PARTNERSHIP

BACKGROUND  Cross-border regional development is considered as one of the main landmarks of EU cohesion politics.  The increasing patient in-flow to health care providing institutions made it an urgent issue for both parties to develop new avenues in cross-border cooperation in the region: telemedicine systems create new interfaces between health-care provider professionals and patients.

CROSS-BORDER CHARACTER  1 million people living in the cross-border region with similar health problems, similar incidence of gastrointestinal diseases.  However, significant disparity developed between the diagnostic facilities and special care supply, which reduces equal opportunity in health care in this region of EU.  The impact of this project is the enhancement of the quality and efficiency of cross-border healthcare in neighboring regions of two member states of the EU by sharing knowledge and expertise.

PRIMERY PRIMERY OBJECTIVES  Telemedicine is targeted at gastrointestinal endoscopy, endoscopic ultrasonography, contrast enhanced abdominal ultrasonography and hepatic elastography.  Telemedicine will be realized in videoconference sessions via internet connection during patient examination, and through discussion of stored video material of patient examinations.

SECONDARY SECONDARY OBJECTIVES  Provide professional consultation for complicated medical cases: the future purpose of the project is to develop a cross-border consultation system for the health- care professionals and for the benefit of the patients.  The telemedicine system is not restricted to the two institutions enabling the parties to set up videoconference sessions with leading professional institutes and to connect to other telemedicine systems.

TERTIARY TERTIARY OBJECTIVES  The telemedicine system also provides an opportunity for continuous graduate and postgraduate medical education in both institutes.  As the endoscopic and ultrasound technical equipments and accessories of the party institutes are complementary to each other, the use of telemedicine system also provides advanced patient care.
