USL 2016 Points of Emphasis 1. Dangerous Contact Mandatory yellow card has been added Any action that thrusts or shoves a player with or without the ball who is in a defenseless position. Includes but not limited to: head down, from out of the visual field, in the air or out of balance especially in the kidneys, ribs, lower back, shoulder balds or aimed at the neck or head 2. Game Management Recognize ebb and flow of each game and call the game within the rules while maintaining safety. 3. Attack Fouls – Midfield transition or going to goal watch for attack players who force themselves through the defense or hold their stick too close to the body and/or sphere making a safe and legal check impossible. – Contact occurs – determine who established position first and who initiated contact to make a FAIR call

Alternate Possession Winner of coin toss shall choose between ends or having AP USE CONES AT TABLE AP is continuous through any Overtime period Record of possession shall be kept at table. Set-up Ball: at spot of foul (4M away from sideline) Opponent: 4M away closest, nearer to goal she is defending. Others: All others 4M away If AP inside CSA and below goal line extended – closest dot If AP inside CSA and above goal line extended – put ball on hash at goal line extended with opponent 4 meters away at the direction she was coming. Lane above the goal line is cleared.

MGLL: Modifications to USL Rules – Grade based GK2/G34/G56/G78/G78FC – Coaching Area-edge of sub box to end line. – Uniforms- under garments can be different – Grade K/2 – Time: 4 10 min quarters – Substantial advantage goals (depends on grade) (USL is 4) – Grade K/2 Modified Field–offside will be played on a mod. field holding 2 players back behind midfield line – Grade 3/4 Modified Field (80 yards between goals) – 9 field players plus goalie – 3 players back – Shooting net –not be allowed – One – two pass rule (Depends on grade) – Finish out 8m at end of each half – Grade K/2 – Can shoot on 8m free position if passes have been met – Grade K/2 - will have draws, still can call 3 seconds defense in 8 meter

Pass Rule  After each draw control, one/two passes must be attempted to a player in the offensive end of the field before her team may shoot. Failure to do so will result in a minor foul.  After each change of possession in the defensive end of the field, one/two passes must be attempted to a player in the offensive end of the field before her team may shoot. Failure to do so will result in a minor foul. If incomplete or dropped but recovered by the offensive team -> will count as pass.  Pass cannot come from the goalie  The pass count resets only after ball is outside offensive side of restraining line

One pass rule: scenarios  A pass attempt is counted if it crosses midfield (pass from defensive end and caught in offensive end).  Pass count does not start again after shot recovered by offense: (rebound, wide shot, or by interception of the goalie’s clearing pass)  If offense has made required pass attempts and defense gains possession but turns it back over to offense before clearing restraining area, then pass count not restarted for offense  Umpires will not tell players "they can shoot", because additional passes might be the right thing to do.

Three second good defense Player with the ball may not hold the ball for more than 3 seconds when:  Closely guarded/marked  The defense has both hands on her stick  The defense is in position to check were full checking not allowed (minor foul, change of possession at the spot)  Player with the ball takes her stick to the other side of her body or changes direction, stop count  Another teammate joins the defender and the 2 nd defender is in position to check…do not stop count  Umpire – HOLD UP YOUR ARM! Audible and visible count (1-one thousand, 2-one thousand, whistle)

Shooting space **F ree Space to Goal: think of cone from ball to both sides of goal circle  Positioning applies to non-marking defenders when an attacker is looking to shoot  Not a foul - defender drawn into the free space to goal by an attacker (&within marking distance) : (be ready to call dangerous propelling)  Not a foul – defenders double or triple team attacker with the ball  Not a (shooting space) foul - defenders double or triple teaming a player without the ball (foul might be 3-seconds)

Dangerous checks  G78 FC- "player-initiated" check to the head is a mandatory RED card - player must sit out her team’s next game  Not red (maybe yellow) if contact from misplays (fighting for ground ball, fighting for balls in air…)  Attacker runs through double and checks herself in head (no call or charge?)  All other levels – Any check to the head is a mandatory yellow card

Communications  Communication between umpires and coaches should be respectful and professional  Only the Head Coach or Captain(s) will communicate with the umpires during play  Questions vs. Comments  If coach feels something is not being called or called incorrectly, approach both umpires at half time along with a coach from the other team OR call a timeout and do the same  Misconduct  Reporting Issues
