This has mainly been led by the governments of China and India through economic growth; E.g. companies in these countries have provided better jobs. Example two: Increasing school enrolment in Rwanda. This has mainly been achieved by the government of Rwanda but with lots of support and funding from international governments and charities to build schools and train teachers.
