The deployed project as a detail content of Master Plan IT Appliance Situation + Development Orient -> Hanoi has conditions to become a Smart City. Based on criteria, circumstances, Hanoi defines main approach trends in the project as follow: “Smart city” is the place where ICT is applied in City’s activities to achieve State management effectiveness in: Education, Healthcare, Transportation, Social community development; meanwhile E-Gov plays decisive role

8. CONCLUSIONS AND SUGGESTIONS Smart City, based on knowledge economy. IT appliance experiences to take advantage of internal and external forces. City Leaders’ determination + Unification + The People and Biz Community’s support.
