Calendar Statute vs Best Practice 2018 Cycle: Calaveras, Inyo, Madera, Napa, Nevada, Orange, Sacramento, San Luis Obispo, San Mateo, Santa Clara, Shasta, Sierra, Sutter, and Tuolumne. 2020 Cycle: Open to every county and a transition model for LA E-88: The number of registered voters on this date will determine the minimum number of vote centers and drop off locations.

Calendar cont’d 6 Months after each election: SOS submits report to legislature about the performance of the election. 1 year before first SB450 Election: Your LAAC/VAAC must hold first meeting. 42 days for the public process E-28: Ballots are sent to voters, drop off locations open up. Implicit: A November general election will not be your first election

Public Education Educate your voters Describe of how you will educate the general public and protected classes. Required Description: Language minority voters and voters with disabilities. Community Outreach Creates buy-in Identify areas of resistance early in the process. You will have support from SOS and advocates Best practice: Start now Meet with advocacy groups, business, labor, electeds, and other groups connected with the electoral process. Requirement: Establish a LAAC and VAAC. Meet with the public, at a minimum with representatives of language minorities and voters with disabilities.

Public Process: The public process is how you draft your plan. You will have support from SOS and advocates. Requirements Conduct community outreach. Min.of 1 public meeting 2 – 14 day periods to amend and accept public comments. Submit to the SOS your public education plan. The SOS will accept, reject, or modify your plan in 14 days.

Election Admin: Vote Centers Requirements: Min. Ratios established at E-88. Any voter can use every VC in their county. Conditional Voter Registration 3 accessible machines Access to voter database ROV must consider certain information when siting VC: How voters will get to VC Demographics Vote history

Election Admin: Vote Centers Cont’d Requirements: Every vote center will provide translated materials and services for each language required by the county, but varies by location. Must have ballot drop-off boxes, but a VC cannot count toward the minimum number of drop-off locations. Each VC have real time access to the voter database, including vote history.

Election Admin: Drop-Off Locations Requirements: Min. Ratios. A minimum of two. Open no less than 28 days before ED. Min. Hours of operation Locked ballot box. Near public transportation. Required considerations for siting Implicit: There is much flexibility in DOLs.
