O.I. Tabacco Italia (OIT) was established according to the Italian legislation and, first in Europe, fully consistent with the EU Reg. 1308/2013 (Single CMO)

OIT Members represent over 85% of the raw tobacco grown and processed in Italy, almost 100% of Burley & Kentucky, nearly 55,000 tons contracted

The OIT process Jan 2014: Reg. 1308/2013 (Single CMO) entered into force, starting from crop 2015 Aug 2014: OIT notary establishment Feb 2015: OIT recognition by MoA Apr 2015: OIT signed Interbranch Agreement for crops 2015-2017 Aug 2015: MoA Decree extended erga omnes the OIT Interbranch Agreement and financial contributions for controls (everybody paid)

The OIT recognition OIT is a legal entity recognized by the Italian MoA and the EU COM as the one and only raw tobacco national IO OIT defined multiannual 2015-2017 agreements and marketing rules extended by a MoA Decree to all operators in the industry, whether they are members or not (erga omnes)

OIT goals -1 Provide certainty and perspectives to Italian raw tobacco boosting multiannual purchase agreements between MoA and manufacturers Define rules for the proper functioning of the market Implement joint programs and actions for the technical development and the viability of the sector

OIT goals - 2 Define and disseminate good agricultural practices Define, together with the workers' unions, good labor practices Combat the illicit market, supporting law enforcement agencies and Institutions Carry out all the actions provided by Reg. 1308/2013

Article 4 - Recognition of transnational organisations COMMISSION DELEGATED REGULATION (EU) 2016/232 Article 2 - Definitions ‘transnational interbranch organisation’ means any IO of which the members are engaged in production, processing or trade in the products [raw tobacco] covered by the organisation's activities in more than one MS. Article 4 - Recognition of transnational organisations 1.   … it is for the MS in which the headquarters of a transnational IO is established, to decide on the recognition of such organisation. 2.   The MS referred to in para 1 shall establish the necessary administrative cooperation with the other MS in which the members of such organisation are located with respect to verifying compliance with the terms of recognition referred to in …Reg. (EU) No 1308/2013. 3.   The other MS in which the members of a transnational IO are located shall give all necessary administrative assistance to the MS referred to in paragraph 1. 4.   The MS referred to in paragraph 1 shall make available all relevant information upon request of another MS in which members of such organisation are located.

ELTI main goals Represent the EU raw tobacco industry common issues at EU Institutions Provide sustainability and perspectives to EU raw tobacco boosting multiannual purchase agreements between MoAs and manufacturers Define EU umbrella rules for the proper functioning of the market Support the activities of national IOs or growers’ and processors’ associations in MS without national IOs, in a coordinated way
