Office of Community Development What are HOME and CDBG? HOME Program: Is a grant administered by local governments designed to create affordable housing for low income households. Examples of HOME eligible activities include: Tenant Based Rental Assistance Homebuyer Activities Homeowner Rehabilitation *The City of Mansfield per the consolidated plan has focused on Homeowner rehabilitation*

Community Development Block Grant (CDBG)Program: Is a grant administered by local governments used for eligible activities that must meet at least one National Objective. Assistance to low to moderate income individuals as defined by HUD. Eliminate slum and blight as defined by HUD. Meet an urgent community development need.

Examples of CDBG eligible activities include: Emergency Home Repair (i.e., Furnace or roof replacement) Demolition of blighted structures Funding of Subrecipients (including public service, garden, youth reading, fair housing and dial a ride programs as a few examples)

Office of Community Development The Panning Process: How the money is used Every five years a Consolidated Plan is created and sent to HUD for Approval This plan outlines…. Strategies to achieve decent housing, a suitable living environment and expanding opportunities for the benefit of low to moderate income households in Mansfield. During the years two through five of the Consolidated Plan the City is required to submit an Annual Plan to HUD for approval. This plan outlines the specific activities undertaken to achieve the goals in the five year plan. We will be discussing the Annual Action Plan at 5PM here in this room.

Office of Community Development Project Selection Once the public meetings have concluded an application for funding is put out for those seeking funding under the program year in question They applications are collected by the Community Development Department Analyzed for compliance Recommendations are made City Council has the final authority in fund allocation

Office of Community Development Project Execution (Example) The City offers two programs to provide repairs for homeowners. : Homeowner Rehabilitation Provides emergency repairs to homes with one component that must be corrected in order for the homeowner to safely remain in the home. Provides funding to bring the home up to the City Building Code of Mansfield.

Office of Community Development Project Execution (Example) Emergency Repair and Home Rehabilitation Lists Currently the Department of Community Development maintains two lists of homeowners who are interested in pursuing the use of HOME/CDBG funding for their homes. Unfortunately the need simply outweighs the funding available. Currently the list(s) for both programs is as follows. Emergency Rehab 31 Whole House Improvement 63

Office of Community Development Project Maximums The City of Mansfield’s CDBG and HOME program has project maximums for each structure Emergency Repair: $14,999 Rehabilitation Program: $50,000 Finance Mechanism Projects awarded funding are loans. A rehabilitation loan through the City of Mansfield is a deferred loan (NO MONTHLY PAYMENTS) and carries no interest. Full Rehabilitation (Example) $25,000 project “financed for ten years”/120 “payments” $208.33 forgiven each month If the property remains the primary residence of the homeowner for this duration then the loan is forgiven and the lien is removed. If not the amount left to be forgiven is due to the program.

Office of Community Development Project Execution Homeowner reaches the top of the waiting list the rehabilitation officer sends a letter inquiring of interest in the program. If interested the homeowner is scheduled for an appointment to determine eligibility to receive funding. Eligibility Requirements The applicant is the current owner of record of the property; The owner is current on their mortgage; The owner is current on their property taxes (or has been on a payment plan for at least six months); The owner has homeowners insurance; The owner is clear of any bankruptcy filings for at least 24 months (the city pulls a current credit report); Utilities at the home are in the name of the homeowner; and The owner is current of utilities or current on a utility payment plan.

Office of Community Development Project Execution: Income Eligibility: In addition to meeting the criteria on the previous slide households must also meet income guidelines. The City of Mansfield uses the Part V definition to calculate income (which is the method of calculating annual income for the Section 8 Rental Program) This requires the department to collect details of the household’s income including income and assets. We require proof of income and assets to ensure eligibility to qualify for the program.

Office of Community Development Project Execution: Once eligibility is determined an Environmental Review occurs to ensure no environmental hazards shall occur should the project be pursued. In addition if the project meets the criteria for a historical review that is pursued as well. Examples of environmental review compliance includes…. LEAD Air quality Coastal zone management Endangered species Environmental justice Explosive and flammable facilities Farmlands protection Floodplain management Historic preservation Noise abatement and control Site contamination Sole source aquifers

Office of Community Development Next Steps…… Rehabilitation Officer visits home and assesses deficiencies Rehabilitation Officer develops a scope of work and a cost estimate Contractor(s) from the City’s approved contractor list are then selected by the homeowner to bid on the job The City’s procurement process is the followed using a sealed bid delivery and bid opening date and time. At the bid opening the bids are read aloud and the lowest and best responsive bid is selected

Office of Community Development Next Steps…… Once the bid opening occurs a contract can be generated. Contracts are for 60 days in length (Time extensions are granted for weather, etc.) The rehabilitation officer will monitor the job. Once the contractor completes the work the homeowner and rehabilitation officer sign ensuring project completion. Then an official from the Building Department inspects and signs off ensuring code compliance. project

Office of Community Development Next Steps…… Once the sign offs are completed the contractor can be paid. A one year warranty is provided by the contractor Any additional warranties are passed onto the home owner for their records (i.e., roof materials, hot water tank, etc.)
