Accept and foster interim solutions towards EETS (e.g. more than just one EETS-OBU for a certain period). Not waiting for the perfect (technical) solution, just do it based on solutions available 18

Conclusions and future Key Issues Fair and effective Competition Effective competition necessary for future prices of the service Regional Providers will be of significant importance Requirement of pan-European coverage does not fit into the market approach Look for solutions in other sectors, e.g. deregulation in airline industry or telecom (universal service) Implementation and certification schedules influence time to market 19
