Case Study 10 – The University Arena Construction Decision A midsized state university wants to build a new 5,000-seat arena for sporting events and other attractions, but it would need $60 million to fund the project. The university has a 2,000-seat arena that was built in 1975. For many years, it was serviceable for sports events and other indoor events, but it is now considered inadequate by modern standards. The concession stands are small and antiquated, there are no hospitality areas, and the facilities for athletes are poor. Top-notch high school athletes want to attend colleges and universities that have good locker rooms and exercise facilities. University officials want to upgrade the basketball, volleyball, and gymnastics programs, which means they need to improve amenities to attract better athletes. A new arena could also be used for purposes other than sports. University planners have designed the arena they want, and it could be ready to open by January 2015. The design would include 5,000 seats in the main seating area and 17 luxury boxes. The arena would also have a large hospitality room, a souvenir shop, three large concession stands, a “hall of fame” room, a multimedia production room, deluxe men’s and women’s locker rooms, modern exercise facilities, office space for coaches and other athletic department personnel, and a large parking lot. The expected construction costs are $60 million. The university would need the state to issue the entire amount in bonds to finance the construction. If the bonds were approved, the arena would have to generate sufficient revenue to pay off the bonds. The arena would serve as the home court for the men’s and women’s basketball teams, the women’s volleyball. The university’s chief financial officer (CFO) and president have asked you to create a model of the construction project in Excel. Your model must show the revenues and expenses that would result if the university builds the new arena. Ultimately, state officials need to be convinced that the arena makes economic sense before they agree to issue construction bonds as a state obligation. 7 -4
