2016 Maintenance Innovation Challenge Freedom of Movement in Europe MAK Freedom of Movement in Europe PROBLEM STATEMENT BENEFITS Problem: Obtaining authorization from multiple European ministries for US Military Personnel to operate US Military Vehicles intended to transport Dangerous Goods in Bulk for an expanding US Military presence across Europe. Scope: Modify, test, certify vehicles and train personnel IAW AE REG 55-4 to meet the requirements of the International Agreement “ADR”. Achieved Goal: Enhanced “Freedom of Movement” throughout all of Europe, without US State Department level involvement, providing seamless logistical support with compatible equipment of our European Allies in a Global environment. Freedom of Movement to enter, or cross borders of 48 European countries without any special authorizations without involving the US State Department. Communicates our commitment to our NATO partners that we share the common interest of protecting the public and the environment. Having one standard for vehicle construction, design and dangerous goods marking. Promotes Host Nation Civilian Operated Emergency Services Response Standards Multi-National compatible equipment TECHNOLOGY SOLUTION GRAPHIC Maintenance Activity Kaiserslautern established and maintains a European based “ADR Center of Excellence” (COE) working group composed of technical expert decision makers who have the authority to design, develop and stock “Special Mission” ADR modification kits for US Army owned vehicles. COE understands the military technical standards differences between US Military Force equipment manufacturers and the Technical Safety standards set forth in the United Nations adopted European Agreement Concerning the International Carriage of Dangerous Goods by Road. COE ensures conversion in a uniform, compliant and reversible manner.
