Vicksburg District - Current Focus Levee Construction Monroe, LA Floodwall ARMOR ONE Minor/Major Maintenance Section 408 Guidance Red River Sedimentation Survey Levee Inspection Checklist Proposed Revisions Items currently on our radar include continued levee construction to complete the MR&T Project, obtain funding to design a bank stabilization project for the Monroe floodwall, continue the plans to replace the existing sinking unit with ARMOR ONE, developing a better understanding with our partners of major and minor maintenance items – what we are allowed to do and what our partners are required to do, communicating to our partners changes in Section 408 that are occurring and how it may affect our customers and projects, continuing the Sedimentation Survey on the Red River and obtain funding to complete PL 84-99 Levee Rehab at Teague Parkway site in Bossier City, LA.

Prototype Project Agreement (PPA) Awarded ARMOR ONE Update  Design, fabricate, and test automated mat laying technology including mechanical, sensing, and control systems for application on a barge vessel platform.  The design shall include process systems to enable control of functional components for placing mat squares onto the assembly barge; successfully connecting the squares; and ultimate placement of the mats on the waterway bottom.  The prototype shall be a scaled version, functioning system to demonstrate the form, fit, and function of the technology.  The automated system shall utilize software, computer code, and intellectual property that can be obtained commercially or provided to a contractor for full production. Major and Minor Maintenance Responsibilities for MR&T Projects MAJOR MAINTENCE ITEMS Include but are not limited to: MINOR MAINTENCE ITEMS Include but are not limited to: Levee and berm embankment slide repairs Relief well rehabilitation (below ground) Structure repairs Bank caving repairs Supply levee surfacing material Weed cutting Ramps Cattle guards Local drainage Levee crown/grade levee surfacing material Relief well rehabilitation (above ground) Ordinary rain and wave wash Video inspections for structures, pipes and culverts During Periods of High Water Minor Maintenance Includes: Removal of cattle Blading levee crown for drainage Sacking boils Preventing unauthorized travel on levees Grading of access roads Removal of cross fences and gates Establishment of patrols Observing, detecting and reporting any conditions which endanger the levee system

Section 408 Section 408 Authority: Authorizes the Secretary of the Army to grant permission to a private, public, tribal, or another Federal entity for the temporary or permanent alteration or use of a U.S. Army Corps of Engineers (USACE) Civil Works project if the Secretary determines that the alteration or use will not be injurious to the public interest and will not impair the usefulness of the project. Interim Guidance on Section 408 Decision Level Purpose: to provide revised guidance on decision level for Section 408 Background: Consolidates and provides one comprehensive policy and procedural document for processing 408 requests in order to improve consistency across USACE and across types of Civil Works projects (e.g., dams, hydropower, levee systems, channels and navigation)

408 Decision Levels – Revised Guidance HQUSACE Review and Decision: Proposed alterations that change how the USACE project will meet its authorized purpose. Propose alterations that preclude or negatively impact alternatives for a current General Investigation (GI) or other USACE study. Proposed alterations for the installation of hydropower facilities. Proposed navigation alterations for which Federal assumption of operation and maintenance pursuant to Section 204(f) of Water Resources Development Act of 1986, as amended, is also being sought. Division Review and Decision Proposed alterations that require a Type II IEPR. Proposed alterations for which the non-Federal sponsor for a USACE project is seeking potential credit under Section221(a)(4) of the Flood Control Act of 1970, as amended. (A decision on 408 request is separate from any decision on potential credit for in-kind contributions) Proposed alterations that could be approved by the District Commander, but the Division Commander established a regional process that requires certain district Section 408 decisions to be made by the Division Commander.

Hydraulic Modeling and Sedimentation Survey Lock 1 to Index, AR Purpose: During the spring 2015 flood, the water surface elevations were 3 feet higher than the same flows observed in 1990. It is not known if this is the result of sedimentation, urbanization, vegetation or advancement in stream gaging techniques. In order to determine the cause of the increase in water surface elevation, the Vicksburg District needed to conduct a sedimentation survey. Survey Area: Lock 1 (Lindy C. Boggs) to Index, Arkansas

Levee Inspection Checklist Proposed Revisions The Levee Inspection Checklist is in the process of being revised. Intent of revisions is to allow more judgment on item and segment ratings. Webinar for MVD, the Districts, and local sponsors held on 29 Nov 16 Not to be implemented in FY17; Implementation date TBD Pipe Inspection checklist not yet revised
