FY 2017 = FAST Act Fixing America’s Surface Transportation Five year bill (Map-21 was a two year bill) Similar program structure to MAP-21 New funding source for Non-Motorized Safety (405h) States qualify if Bike/Pedestrian fatalities exceed 15% of overall fatalities. TN does not qualify.

FAST Act FY 2017 funding Update 402 and 154AL : still pending 405b (OP): $714,962.03 (~$170,000 less) 405c (Data): $782,885.15 405d (ID): $2,802,367.40 405f (MC): $86,067.85 Did not qualify for GDL, Distracted Driving, or Non-Motorized Safety (Bike / Pedestrian)

Section 402 Provides grants to states to improve driver behavior and reduce deaths and injuries from motor vehicle-related crashes Funds are apportioned by the following formula: 75% population and 25% road miles States must submit an annual Highway Safety Plan (HSP) due July 1 Must be data-driven and set quantifiable, annual performance targets for 15 performance measures

Section 154 Requires states to enact and enforce a law that prohibits the possession of any open alcohol beverage container in the passenger area of any motor vehicle FHWA will reserve “penalty" funds on October 1 of each fiscal year (2.5 percent of Federal-aid funds) States must certify how they intend to use the funds by notifying NHTSA and FHWA on how the funds will be "split" between the permitted uses Current “split” is 61% to behavioral (THSO) and 39% to hazardous elimination (TDOT)

Section 405 Under MAP-21, Section 405 was renamed the National Priority Safety Program, which combines safety programs. This continues under the FAST Act. Each program is authorized as a separate section or tier within Section 405 Each has its own eligibility criteria which states must satisfy in order to receive States must submit their Section 405 applications by July 1

Claim Process Before you begin: Wait for the signed, approved contract Review your application in TN Grants: Existing budget Funding source Modification / Amendment Review your agency policy (OT/purchasing)

Allowable Equipment and Supplies 154AL (Alcohol Enforcement/Education) approved items: Cameras Radar (no radar trailers, no radar signs, no LIDAR) Computers and mounts for vehicles Fatal vision products DUI checkpoint supplies (flashlights, cones, PBT/alcohol sensor, checkpoint signs, and reflective vests) Generator for lighting used at a sobriety checkpoint Vehicle lighting / Scene lighting for sobriety checkpoints Cargo trailer (only for sobriety checkpoint supplies / equipment)

Allowable Equipment and Supplies 405d (Impaired Driving Enforcement/Education) approved equipment: All items included under 154AL, with the exception of Radar/LIDAR DRE supply items 402 (Police Traffic Services – PT) approved equipment: All items listed under 154AL and 405d, plus the following: Radar trailer LIDAR Speed spy data collection (or similar) Simulators E-Ticketing software/equipment

Unallowable items Items not allowable under any funding source: All weapons including firearms, tasers, or ammunition Consoles, cages, or push bumpers Uniforms, jackets, shirts, gloves, duty belts, shoes, etc. Desks, chairs, cabinets, or any type of furniture Traffic signal devices including school zone lighting Guardrails, barricades Spike strips Sirens Total Stations Radio equipment Tint meters Golf carts / UTV
