What does it mean to be experiencing homelessness? 2016/17 Federal Budget ends any commitment from the Commonwealth towards addressing homelessness Bad news in the 2016/17 Federal budget with no commitment in forward estimates for NPAH beyond June 2017. Homelessness NSW will be talking to Minister Hazzard as soon as possible regarding the implications for NSW - a reduction of $30 million in the homelessness service system which may impact domestic and family violence services & 24/7 youth accommodation services. An old definition is: Mackenzie and Chamberlain’s cultural definition of homelessness (1992) Primary homelessness is experienced by people without conventional accommodation (e.g. sleeping rough or in improvised dwellings); Secondary homelessness is experienced by people who frequently move from one temporary shelter to another (e.g. emergency accommodation, youth refuges, "couch surfing"); Tertiary homelessness is experienced by people staying in accommodation that falls below minimum community standards (e.g. boarding housing and caravan parks).
