Developing a World City Affordable Housing Delivery in the City of Westminster Overcoming Land, Cost and Infrastructure Limitations Tristan Samuels Head of Development

We will put civic leadership and responsibility in the heart of all we do. We will promote opportunity and fairness across the city. We will set the standards for a world class city. Target – New Housing City for All 2017/18 The Leader has stated that Westminster is committed to building 1,850 more affordable homes in the next five years. We need to create more intermediate housing for those on middle incomes. “Currently around 25% of the housing stock in Westminster is social but we cannot continue where only 1.5% of new housing stock is built as intermediate.” Q. How will this be supported?

Targets – New Housing (Continued) City for All 2017/18 (Year3) Targets – New Housing (Continued) Potential Policy Changes - to be proposed and consulted on The aims is to support the delivery of affordable homes in the Borough Flipping the current 60:40 social to intermediate housing ratio City Plan Task Force to review of our planning policies to ensure they are fit for purpose and delivering the right conditions for growth whilst ensuring the benefits of prosperity are spread evenly. Developers want transparency, certainty and speed, and the city wants more homes We intend to review and refresh our policies to move towards a tariff based system for affordable housing, lobbying where appropriate for legislative change to enable us to move away from negotiation on viability and focus on transparency and deliverability

Westminster’s Development Pipeline KEY INDICES FOR 2016/17 – Short Term Pipeline WESTMINSTER IS CURRENTLY DELIVERING 670 NEW HOMES – are in construction on 7 sites with 228 of these being intermediate rent and 126 being social housing. 1,090 NEW SECONDARY SCHOOL PLACES – are in construction to support the shortfall of secondary school places within the borough. A NEW UTC –Providing 300 places for 17-19 years olds, it is split between 6th Form & college style vocational training. 10,000 SQM OF NEW SPORTS & LEISURE – New sports provision in the North of the Borough

Westminster’s Development Pipeline Medium Term Pipeline (Projects delivering in the next 5 years) DELIVERABLES 869 NEW HOMES – With 52 of these being intermediate rent and 281 being social housing. This mix is being reviewed. 8,000 SQM OF NEW B1 (OFFICE) 4,000 SQM OF D1 (COMMUNITY SPACE) 1,800 SQM OF RETAIL A Long Term pipeline also exists and can deliver substantially more but is still being developed and is predominantly based around large area regeneration projects
