PDCOR’s recent KEY achievements

Recent key achievements Project: Transaction advisory for selection of Distribution Franchisee (DF) for electricity distribution for Bharatpur and Kota cities of Rajasthan State Background and scope of work: To reduce the loss being incurred by the Electricity Distribution Companies in Rajasthan and to restructure their operations Ajmer, Jaipur and Jodhpur Discoms appointed PDCOR to provide consultancy services to establish baseline parameters, prepare a feasibility report and identify distribution franchisee for Kota, Bharatpur and Bikaner cities. The consultancy work for franchisee development in these selected cities of Rajasthan is being done in a phased manner. Phase-I includes Baseline parameters establishment and identification of Franchisee areas. Phase-II includes Bid process management, post selection support & implementing period support. Current Status: Kota and Bharatpur have been successfully bid out and the selected operator has taken over operations of distribution network of the cities. Bikaner has been bid out, and GoR is considering other towns to be bid out on similar basis.

Recent key achievements... Project: Rejuvenation of Amanisha Nalla (Dravyavati River) including Area Development Background and scope of work: JDA appointed PDCOR to provide Transaction Advisory Services for structuring a project for rejuvenation of Amanisha Nalla and area development including development of sewerage treatment facilities of cumulative capacity of 170 MLD under swiss challenge method of procurement. The scope of work of the Developer would include Course Correction/Strengthening of Nallah; Sewerage Interception, Treatment, Reuse and Disposal; Improving Water Quality Standard & Water Availability; Land Area Development along the Nallah etc. and O&M of infrastructure for a period of 10 Years. This project will strengthen and improve the natural drainage system, ecological and environmental conditions within and around, protect against flood and develop the Nallah as water front to make it a central attraction in Jaipur city. It will also curb deterioration of the underground water quality due to percolation of untreated sewage. Therefore, this project would positively impact the lives of about 30 lakh residents of Jaipur city. Current Status: The project was successfully bid out and is now under implementation.

Recent key achievements... Project: Transaction advisory for re-development of Manas Arogya multi-specialty hospital on PPP basis at Jaipur with provision for treatment of below-poverty line (BPL) patients Background and scope of work: PDCOR was appointed as transaction advisor to assist the State Government in developing “Manas Arogya Sadan Multi-Speciality Hospital” project on Public-Private-Partnership (PPP) basis. The scope of work included developing an appropriate PPP model, preparation of bid documents and marketing of the project to potential bidders etc. The PPP model evolved through a rigorous and consultative process after taking into account social obligations and other concerns of the State Government. Current Status: The project was successfully completed, and the hospital became fully functional and operational in October 2012. Since then it has been offering high quality health-care services including cardiac-care, to about 10 lakh common people of the area including the below-poverty-line (BPL) patients residing in Mansarovar and nearby localities at Jaipur.

Recent key achievements... Project: Transaction advisory for development of International Exhibition cum Convention Centre (IECC) at Sitapura, Jaipur on PPP format Background and scope of work: RIICO engaged PDCOR to provide consultancy to develop a State of the art Exhibition cum Convention Centre and a hotel along with support infrastructure to promote MICE tourism in the State on about 42 acres land at Sitapura, Jaipur on PPP mode. The scope of work for PDCOR included undertaking needs analysis and market demand assessment; feasibility study; project structuring and financial modelling; preparation of implementation structure, PPP options, procurement documents and procurement of developer(s). Current Status: The project was approved by the State Cabinet in February 2012. The project has since been implemented by the selected developer and is in operations since January 2015. The project is contributing towards promoting MICE tourism in the State.

Recent key achievements... Project: Transaction advisory for Operation & Management of the 4 Agro Testing Centres (Testing Laboratories-ATC) in RIICO’s Agro Food Parks at Boranada (Jodhpur), Ranpur (Kota), Sri Ganganagar and 617 on PPP basis Background and scope of work: RIICO had established four ATCs in each of the Agro Food Parks at Boranada (Jodhpur), Ranpur (Kota), Sri Ganganagar and Alwar. These ATCs were set up to provide testing services for agro/food products for the industrial units located in the region. RIICO decided to rope in a strategic private sector partner who could operate and manage these Centres on Public Private Partnership (PPP) basis. To develop an appropriate PPP project structure and to provide transaction advisory support for selecting strategic private sector partner through competitive process, RIICO hired services of PDCOR. Current Status: Projects have been implemented on ground and the selected operator is successfully undertaking operation, maintenance and management of all four centres since April 2015.

Recent key achievements... Project: Up-gradation of seven district hospitals into medical colleges under Government of India (GoI) Scheme Background and scope of work: In order to promote medical education in the State it was announced in the State Budget for financial year 2014-15 to set-up medical colleges at Churu, Bharatpur, Alwar, Dungarpur, Barmer, Pali and Bhilwara. These medical colleges will have combined annual intake of 700 MBBS students and will be established under the centrally sponsored 'Scheme for Establishment of New Medical College attached with existing District/Referral Hospitals' of the Ministry of Health & Family Welfare, GoI. The company worked with Medical Education Department, GoR for preparation of Detailed Project Reports and providing other project development & management services for establishing these 7 Medical Colleges. Current Status: All Medical colleges have been approved by the Empowered Committee of GoI. PSUs have been selected by GoR for construction activities. Projects are now under execution .

Recent key achievements... Project: Preparation of DPR for providing water supply to 7 towns and 978 villages of Nagaur District Background and scope of work: PDCOR acted as project development consultant to study the feasibility and prepare DPR for providing water supply to un-serviced parts of Nagaur District through Indira Gandhi Canal based Nagaur Lift Water Supply project Phase – II under NRDWP support fund and thereby provide fresh water to the un- serviced area. Scope of services of PDCOR included collection and study of primary and secondary data, water resource assessment, proposed infrastructure, environment impact assessment, financial & economic analysis, preparation of tender document on turnkey basis & project manual as per international standards. Current Status: The scope of work has been accomplished and the project is under implementation with assistance of Japan International Cooperation Agency (JICA). The project would provide safe and adequate drinking water supply to people of 7 towns and 978 villages suffering from acute scarcity of potable water and contaminated ground water, thereby reducing hardship and improving health and quality of life.

Recent key achievements... Project: Preparation of DPR for water supply to 9 towns and 1,688 villages of Bhilwara district and 68 en-route villages of Chittorgarh district Background and scope of work: One of highest priority areas of GoR is to make drinking water available to common people. As a part of this mission, the GoR contemplated supply of drinking water to 9 towns and 1688 villages of Bhilwara district including 23 en- route villages of Bundi district with raw water source from Chambal River with financial assistance from NABARD under, “National Rural Drinking Water Programme” (NRDWP) and state funds. A detailed assessment of all the techno-commercial aspects of the proposed project was required to be carried out prior to implementing the same on ground. PDCOR prepared the Detailed Feasibility Report for this project for PHED. The final DPR submitted by PDCOR was approved. Current Status: The project is under implementation by PHED. The project would provide sustainable drinking water supply to about 25 lakh people.

Recent key achievements... Project: Inter-basin transfer of water from Chambal basin to Bisalpur for enhancing sustainability of Bisalpur Dam Background and scope of work: The company is working with Water Resources Department (WRD) towards augmenting reliability of Bisalpur Dam by interconnecting or transferring surplus water of Chambal Basin to Brahmini to Bisalpur Dam (Banas Basin) to ensure sufficient availability of water upto the year 2045 to various towns and the rural areas. It will benefit approximately 1.26 crore people (by the year 2045) of 19 towns of Ajmer and Jaipur districts, rural areas of Ajmer and enroute villages along Jaipur transmission main. The Detailed Feasibility Report prepared by the company has suggested the best option for Chambal - Bisalpur Link Project and also funding and PPP options for the project. The next stage would involve preparing detailed project report to avail Central Water Commission’s approval for the project. The Company has submitted all reports under stage-I. Current Status: The reports have been technically approved by WRD

Recent key achievements... Project: Development of Roads Beawar-Merta (SH-39), Lambiaya-Jaitran (MDR-24), and Mangliwas-RAS stretches Background and scope of work: Rajasthan Rajasthan State Road Development & Construction Corp. Ltd. (RSRDC) decided to develop and upgrade a few selected existing state roads to certain standards required as per Indian Roads Congress. RSRDC decided to take up detail engineering of these selected projects. The work included survey, soil investigation, traffic study including Origin-Destination surveys, planning & design to develop existing roads to the required lane width as per standards. Based on the highly competitive process through an open tendering, PDCOR was selected as the design consultant for the project. Current Status: On the basis of final DPR submitted by PDCOR, RSRDC has implemented the project successfully. The approximate length of the Project Road is 138 kms. The project road passes through three districts of the State i.e. Ajmer, Pali and Nagaur and the project is benefitting about 79 lakh people of these districts.

Recent key achievements... Project: Transaction advisory for bus services to improve urban-rural connectivity in five districts of Rajasthan on PPP format Background and scope of work: Hon’ble Chief Minister of Rajasthan as a part of his budget statement had announced the Government’s intention to connect all Gram Panchayats of the State with bus services in an efficient, affordable and safe manner. Rajasthan State Road Transport Corporation (RSRTC) appointed PDCOR as Consultant to undertake Project Management Consultancy work for "Pilot Project of Implementation of Public Transport Services in Alwar region covering Districts of Alwar, Dausa, Bharatpur, Karauli, Dholpur and Kotputli Tehsil". PDCOR undertook a two-phased approach i.e. (a) Preparation of Approach Paper for the State and (b) Undertaking Bid Process Management for implementation of Public Transport (Bus) Services in selected districts of the State. Current Status: Operators were selected by RSRTC and Bus Services are in operation. GoI has appreciated the Rural Transport Service model adopted in Rajasthan and prepared a scheme to replicate it all over the country. The model was adopted by RSRTC also for replication in other districts.

Recent key achievements... Project: Water supply in identified villages of Barmer District Background and scope of work: The State Government in the Budget announcements for financial year 2013-14, had announced for the water supply in 322 villages of Chouhatan, 140 villages of Gudamalani Tehsils and 205 villages of Sheo and Ramsar tehsils of Barmer District. PHED engaged the Company for providing the professional services for preparation of Detailed Project Report and Tender Document for water supply in these villages. Current Status: The work on mandate is completed and project is under implementation by PHED. The project would provide sustainable drinking water supply to these villages of Chouhatan, Gudamalani, Sheo and Ramsar tehsils of Barmer District.

Project: Water supply in identified villages of Jalore District Background and scope of work: The State Government in the Budget announcements for financial year 2013-14, announced to undertake water supply projects for: a) 267 villages of FR project in district Jalore; b) 138 villages of DR project in district Jalore ; c) 263 villages of HR-1 project of Gudhamalani Tehsil of district Barmer; d) 256 villages and Bhinmal Town in district Jalore. In view of the above, PHED engaged the Company for preparation of Detailed Project Report and Tender Document for the projects mentioned above and for upgradation of estimates of 256 villages and Bhinmal Town in Jalore district on present market rate and preparation of sub-packages & Tender document. Current Status: The work on mandate is completed and project is under implementation by PHED. The project would provide sustainable drinking water supply to these villages of Jalore and Barmer District.
