Presentation to the Portfolio Committee Status update on the implementation of the Settlement Agreement between DAC and the South African Roadies Association Presentation to the Portfolio Committee Presented by: Acting Director General Date: 4 August 2015

The Main Points of the Agreement SARA would submit its request for funding of its projects to the DAC. The DAC shall consider such request based on the departmental policies. The parties shall upon successful application by SARA, enter into a Memorandum of Agreement (MOA) regulating the funding relationship. The DAC would consider the upgrading of SARA House, in Newtown, Johannesburg DAC would assist SARA in accessing funding opportunities in the public and private sector. The DAC and SARA would maintain cordial working relations

Support for projects SARA submitted a proposal towards three (3) year administration, operations and international Relations programme over 3 years. The Department considered the proposal and settled to support the International Interactions, to the value of R2 838 402.00 which was the total amount requested by SARA over a period of three (3) years. An MOA was entered into by the two parties which stipulated clear allocations per year starting from 2014 to end in 2016. The 1st Year (2014/2015) has been successfully completed. The 2nd Year (2015/2016) 1st tranche payment has been made.

SARA House The DAC assigned the Independent Development Trust (IDT) to conduct an assessment of the SARA building. The findings of the IDT indicated that the SARA building was in a dilapidated condition and has reached its useful life and that it was not prudent to invest government resources in renovating the structure. Subsequently a meeting was held with SARA at which the Department committed to ring-fence R10 million for accelerating building renovations towards SARA House infrastructure renovations. It was acknowledged that further engagements are needed on how to implement and in this regard the Department suggested to SARA to submit a comprehensive plan or proposal for DAC to identify areas that they might be able to assist. SARA was also requested to identify other Institutions and potential partners or funders that the DAC could assist in facilitating engagements towards the SARA House infrastructure renovations.

Ensuring cordial working relations DAC has continued to avail itself for engagements with SARA to ensure good working relations The Department has a unit that works with the broad sector of Events, Technical and Production Services which covers all aspects of the sector. SARA is one of these. The unit is providing the required oversight and DAC administrative functions on SARA matters The Department has continued to update the Office of the Public Protector on progress and the next meeting has been scheduled for 12 August 2015

Facilitation Assistance The DAC has requested SARA to identify other institutions for DAC to facilitate engagements. The matter was included in the letter sent to SARA.

Other support Ensuring that SARA’s vision and mission as a training organisation servicing the technical and production sector is enhanced, facilitated and supported Support to the value of R800 000.00 was provided to SARA for the Live Events, Technical and Production Conference (LETPC) in 2015 DAC includes provisions for SARA interns to work within large scale projects such as MOSHITO and all national days programmes

Outstanding Matters SARA was requested to provide other funding sources in order for the Department look at how it could assist in facilitating engagements for SARA to solicit further support or funding towards the SARA House infrastructure renovations The DAC is anticipating a report from SARA on the LETPC. When the report is satisfactory the Department will transfer the final tranche
