Hampshire FA Equality Action Plan Overview 2015-2017  

INTRODUCTION   The Equality Action Plan is an integral part of Hampshire FA’s current strategic plan. The Plan supports the existing work and the targets laid out in the “English Football Inclusion and Anti Discrimination Plan”, the FA’s LGBT Action Plan, FA National Game Strategy and the Hampshire FA County Plan. The Plan’s objective is to: To promote inclusion, widen diversity in the game and address discrimination in all its forms. Set and measure appropriate targets based on the above principle Identify and summarize barriers to participation Achieve the FA baselines of: 10% for BAME, Disabled and Female Referees, Coaches, and Players. Set specific targets to the appropriate individual, department or delivery partner Create a means to evaluate the targets This Equality Action Plan is mandatory for all new Hampshire FA staff to review and agree to upon signing the Hampshire FA Equality Policy. The Plan is also to be made visible for the wider Volunteer Workforce and the Footballing Public of Hampshire.

Leadership The Hampshire FA Advisory Group is responsible for charting progress against these themes, keeping work on track and ensuring relevance to the overall objective.

EDUCATION How will we deliver and what will success look like?   How will we deliver and what will success look like? 1. Education: 2019 Vision All Hampshire FA Coach, Referee, Player, Club and League educational courses, events and workshops demonstrate equality and inclusion good practice within their teachings. An accessible offer of educational programmes with a clear and transparent formal pathway for progression no matter location, protected characteristic or financial circumstance of the learner.

Visibility: 2019 Vision A County FA that is recognised by it’s members in all traditional and non traditional football communities for our inclusive work , tackling discrimination, disparity and injustice in football. Affiliated members and users who are aware of the all County FA, National FA and supporting partners (such as Stonewall) initiatives to tackle inequality in football.

Partnerships: 2019 Vision Established ,effective and visible working relationships with external partners who are capable and equipped to tackle discrimination and inequality in football and our members community‘s.

RECOGNITION & REWARD   How will we deliver and what will success look like? 4. Recognition & Reward: 2019 Vision A county FA which regularly rewards and publicizes the good practice of it’s affiliated members. A sustained and evidenced five year financial commitment to supporting the footballing development of BAME, disability and female individuals.

REPORTING How will we deliver and what will success look like? 2019 Vision All affiliated members are aware of the various means of reporting incidents of discrimination. A combined approach from the County FA to monitor the number of discrimination cases, using the data collected to create annual targets to address the most prominent areas of discrimination.

MONITORING How will we deliver and what will success look like? 2019 Vision A data rich service that captures equality monitoring information at every opportunity, ensuring the data is true and robust to compare annually with other local government, sports sector and county based reports. The aforementioned data will be collated and published to form executive reports that will form the basis of future action plans and county plans.

PLAYING How will we deliver and what will success look like? 2019 Vision A diverse and engaging offer of playing opportunities that will integrate all groups of people through social inclusion. Only where necessary positive segregation both formal and informal opportunities will be provided.

WORKFORCE How will we deliver and what will success look like? 2019 Vision A diverse voluntary workforce that truly reflects the county’s demographics. A county FA workforce that are offered and signposted to continuous professional development opportunities equipping them with the skills to state the key features of a culture which promotes equality and are confident in their abilities to challenge and report inappropriate or discriminatory language or behaviour in football

LEADERSHIP How will we deliver and what will success look like? 2019 Vision An upskilled proactive board and senior management team proficient at recognising behaviour and language that is appropriate to the promotion of equality and valuing of diversity, who know and understand the many different communities in Hampshire, the data they represent and are able recognise barriers to their participation.

Monitoring Success The Equality Action Plan is to serve as a two year plan detailing the wider objectives of the organization and our affiliated members to the year 2019. Each of the nine delivery themes will particularize specific targets on an bi-annual basis. The Hampshire FA Inclusion Advisory Group will monitor the success of the Equality Action Plan against both the bi annual targets and Inclusion KPI’s set by The FA. The IAG will work in partnership with both the County Game Board and Full Time Hampshire FA staff to embed the annual targets into the yearly County Plan in line with the relevant 9 “Delivery Themes”. All future FA publications regarding equality and inclusion shall shape the future of this document as well it’s proposed targets. This plan itself shall be evaluated annually to ensure all targets remain current and appropriate to the relevant issues we aim to address.
