Security and Defence Policy NATO’s fundamental and enduring purpose is to safeguard the freedom and security of all its members Military aviation is a direct expression of the authority and sovereignty over the national airspace.

Security and Defence Policy The primary objective of Norway’s security and defence policy is to secure Norway’s sovereignty, territorial integrity and political freedom of action The corner stone of Norway’s security and defence policy is NATO and the transatlantic security community Norway will contribute to prevent armed conflict and work for peace and stability within the framework of international law based on the principles in the UN Charter. The Norwegian Armed Forces is a fundamental and decisive security policy instrument

Strategic issues Security and defence Access to airspace and use of air navigation services Confidentiality and Cybersecurity Interoperability This is the 4 strategic issues:

Security and defence Military requirements are to be carried and incorporated in the technical, operational and regulatory domains of SES. Appropriate clauses and mechanisms aimed at protecting security and defence priorities are to be implemented.

Access to airspace and use of air navigation services Effective and safe access to airspace Enhanced civil—military coordination in order to facilitate and handle the military missions flexibly. Military Aviation shall continue to be granted timely availability of optimal routing and the necessary support from air navigation services Proactive coordination accommodating peacetime military requirements and crisis management responses

Confidentiality and Cybersecurity Effective exchange and sharing of digital data among relevant stakeholders and operators Maintain the ability to protect confidentiality of mission critical information Competent authorities across the Air Traffic Management (ATM) network A resilient and robust data sharing network will be essential

Interoperability As compliant as possible but will need specific arrangements when deemed necessary “As civilian as possible, as military as necessary.” The need to safely operate with a high degree of reactiveness and flexibility, calls for an appropriate level of interoperability Ensure that any evolution in civil ATM standards take due account of military needs and ability to maintain interoperability Equip - Exempt - Equivalence

Conceptual work: March 2017 – Ultimo 2018 The way ahead What are the conequences? A project is established – Single European Sky Aim: Make a conceptual solution which sets the preconditions for a good adaption for Norwegian military aviation. Strenghten the defence forces’ ability to prevent and handle incidents and security policy crisis with national resources, including to prepare for allied reinforcements when necessary. Conceptual work: March 2017 – Ultimo 2018 EQA: Ultimo 2018 – Medio 2019
