ETUI EDUCATION AND COHESION WITH NATIONAL TRAINING COURSES Ogólnopolskie Porozumienie Związków Zawodowych The All-Poland Alliance of Trade Unions 8-9 November 2012, Zagreb

Training activity of trade unions of OPZZ Most of the trainings for trade unions is organized thanks to the European Union in the framework of the ESF. Since 2009 OPZZ and its territorial structures received funds to implement 33 training projects. Trade unionists are trained to: labor law, collective bargaining, negotiation, social dialogue, public relations, communication, stress management at work. The OPZZ headquarters conducts trainings nationwide, usually for trade unionists of a given region or industry. The projects carried out by the Head Office of OPZZ trained 2100 people (2010-2011). Projects are often implemented in a partnership between OPZZ and employers' organization, industry association ect. "Know your rights at work – competence support of OPZZ activists and employees" TRAINING about: Regulations concerning labor rights, methods of enforcement and proceedings in the case of violations, practical issues, analyzing case studies; building information strategy in above mentioned areas and preventive measures; mental stress and work overload as violations of labor code and stress management; building a culture of safety, communication and assertiveness in the workplace. "Know your rights at work – competence support of OPZZ activists and employees" OTHER ACTIVITIES IN PROJECT: INTERNATIONAL CONFERENCE with the participation of foreign visitors from countries advanced in defense of workers' rights issues. Conference - Summary and promotion of good practices related to compliance with labor rights. INFORMATION – PROMOTION CAMPAIGN in the workplace in the form of leaflets, brochures, radio broadcasting systems in company. The Operational Programme Human Capital In Poland, the European Social Fund under the Human Capital Operational Programme for the Social Partners is aimed at types of activities: Priority 2 - Development of human resources and adaptation potential of enterprises and improving the health of people working, Measure 2.1 - Development of modern economy, Measure 2.1.2 - Partnership for increasing the adaptability of the responsible authority - the National Agency for Enterprise Development Priority 5 - Good Governance, Measure 5.5 - Development of Social Dialogue Sub-5.5.2 Strengthening social dialogue participants, responsible authority - the Ministry of Labour and Social Policy Priority 8 - Regional Human Resources Economy, Measure 8.1 - Development of staff and enterprises in the region, Sub-8.1.3 - Strengthening partnerships for local adaptation. At the provincial level, the institutions responsible are the Provincial Labour Offices and Offices of the Presidents. The Operational Programme Human Capital All operations are carried out in the form of competitions announced by these institutions The social partners in response to the competitions submit projects prepared by them, which are assessed by independent experts. Problems with this system Assessors do not know the operational specificities of social partners, and do not judge the projects by taking into account the needs of social partners, but in terms of their own criteria, often very subjective. Institutions responsible for announcing contests define the criteria often difficult to meet, and thus, do not contribute to the development of organizational skills and adaptability of social partners. Problems with this system The social partners can not predict what projects will be accepted, and thus they can not plan their own efforts to develop organizational skills, adaptability, and staff training in the trade unions and employers' organizations. The social partners in Poland do not have a real impact on the assessment criteria and how to implement support from the ESF. Problems with this system There is a lack of balance between employers 'organizations and the organizations of the social partners - in the Council of PARP there are 2 representatives of employers' organizations, and there is no representative of the trade union (PARP is one of the institutions responsible for the distribution of ESF funding for the social partners). Problems with this system REGULATION (EC) No 1081/2006 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 5 July 2006: Article 5 Good governance and partnership (..) 2. Member States shall ensure that, at the appropriate territorial level, the inclusion of the social partners in the preparation, implementation and monitoring of ESF support, while ensuring adequate consultation and participation of other stakeholders. 3. The managing authority of each operational program shall encourage adequate participation of the social partners in the activities funded under Article. 3. Under the Convergence objective of ESF resources, there is allocated the appropriate amount of capacity-building, including training activities aimed at networking, strengthening the social dialogue and activities jointly undertaken by the social partners, in particular as regards adaptability of workers and enterprises, referred to in art 3. paragraph.1 point. a). " The real situation of the participation of the social partners in Poland, measures directed to them by the European Social Fund does not correspond to the content of the regulation.
