DLA’s Mission Supporting the Warfighter DLA is DoD’s largest logistics combat support agency. Our mission is to provide best value integrated logistics solutions to America’s Armed forces and other designated customers in peace and in war, around the clock, around the world. The Defense Logistics Agency is the Department of Defense’s largest logistics combat support agency. DLA provides worldwide logistics support – in both peacetime and wartime to the military services, as well as several civilian agencies and foreign countries. DLA’s responsibilities have grown to the point that today, if our forces fight with it, wear it, eat it, burn it as fuel or otherwise use it, DLA probably provides it, and arranges for its reutilization after the consumer no longer needs it.

Scope of DLA Customer Support Worldwide Presence: 28 countries and 48 states DLA provides over $38 Billion in sales and revenue. Ranks DLA in top 15th percentile of the Fortune 500 Supports nearly 2,430 weapon systems Managing 5.3 Million separate line items via nine supply chains Processes on average 100,000 requisitions & 10,000 contract actions per day Foreign Military Sales Supporting 110 Allied Nations The scope of DLA’s customer support is worldwide with presence in 28 countries and 48 states. DLA has provided over $38 Billion in sales and revenues in a fiscal year. This along with the dollar value of services provided which would rank DLA in the top 15th percentile of the Fortune 500. DLA supports nearly 2,430 weapon systems. DLA manages 5.3 Million separate line items for Fuels, Food, Clothing and Medical Supplies and Construction Material via nine supply chains. Processes on average 100,000 requisitions and more than 10,000 contract actions a day. In Foreign Military Sales has supported the security of 110 of America’s allied nations.

DLA TROOP SUPPORT - Philadelphia, PA – supplies and manages over $13.4 Billion worth of food, clothing, textiles, medicines, medical equipment, construction supplies and equipment, and repair parts for major weapon systems. DLA ENERGY - Fort Belvoir, VA - provides the Department of Defense and other government agencies with comprehensive energy solutions. DLA Energy facilitates the cycle of storage and deployment of fuels and other energy sources.

DLA Acquisition Regulations Federal Acquisition Regulation (FAR) Governs the “acquisition process” Regulates government personnel activities Codified at Title 48, Chapter 1 of the United States Code of Federal Regulations Defense Federal Acquisition Regulation Supplement (DFARS) – DoD FAR supplement Defense Logistics Agency Directive (DLAD) Nearly all government agencies are required to comply with acquisition regulations. For DLA, the principal set of rules are in the Federal Acquisition Regulation (FAR). The FAR governs the acquisition process by which the government purchases good and services. The process consists of 3 phases: Need recognition and acquisition planning Contract formation Contract administration The FAR regulates the activities of government personnel in carrying out that process. The FAR is codified at Title 48, Chapter 1 of the United States Codes of Federal Regulations. Regulations issued by the separate agencies of the federal government are supplements to the FAR. For Department of Defense, the FAR supplement is the Defense Federal Acquisition Regulation Supplement (DFARS). DFARS is administered by the Department of Defense. The DFARS implements and supplements the FAR. The last regulation is the Defense Logistics Agency Directive (DLAD). DLAD is administered by the Defense Logistics Agency and is the source for contracting regulations and agency wide contracting policies, deviations and delegations.

How DLA Supply Centers Buys 85% of our solicitations are AUTOMATED via DLA Internet Bid Board System https://www.dibbs.bsm.dla.mil These procurements are system generated, web based, evaluated and awarded by the computer. Automated procurements have a T or U in the 9th position of the solicitation number.(Ex.SPE7M114T0123) 15% of NSNs actively purchased are 1G items. In spite of the large dollar amounts spent by DLA, most procurements are automated through the DLA Internet Bid Board System or DIBBS. DIBBS is a web-based application that allows vendors to search for, view, and submit secure quotes on Requests For Quotations for DLA supply items.  DIBBS also allows users to search and view Request For Proposals, Invitations For Bid, Awards, and other procurement information related to DLA.
