The 2010 Census Required by the U.S. Constitution Article 1, Section 2 Decennial Census every 10 years On April 1, 2010, the decennial census will count all residents living in the U.S. Largest peacetime activity undertaken by the federal government

2010 Census Data Determines apportionment of the U.S. House of Representatives- Used for congressional and legislative redistricting County and city governments use census data to redraw the boundaries of local political subdivisions including voting districts Affects the allocation of more than $400 BILLION in federal funding per year to local, state and tribal governments

Imagine this December………… 9 short months after data collection began: the apportionment numbers are known. The ideal size of a congressional district is understood. American Community Survey data are released providing 5 year estimates for state legislative districts and congressional districts in late 2010.

What you need to know about that 5 year release from the redistricting angle ACS 5- year estimates will contain demographics for current state legislative districts & congressional districts—legislators/congresspersons will see recent data for their districts for the first time since those districts were drawn! The Block Group data may be staggered on a FTP release 2-3 months following the ACS 5 year release.

What does this mean-who cares? Block group data for citizenship a key component to redistricting plans. CVAP Special tabulation for the DoJ will wait for the release of the block group data.

CVAP by RACE & Ethnicity at the Block Group Level DoJ has requested a special tabulation similar to one done after the 2000 Census and the Bureau has agreed to make this the number one special tabulation following the release of the 5-year ACS estimates. Best guess is May 2011 if all goes smoothly with the release.

Back to data releases from the 2010 Census TIGER/Line geographic shape files are flowing on a state by state basis to officials beginning in late November 2010. The P.L. 94-171 redistricting data files are flowing on a state by state basis beginning in early February 2011.

We’re done ………..almost! P.L. 94-171 redistricting data files are delivered to all states no later than March 31, 2011. Maps and block assignment files-Spring 2011. Advanced group quarters data released in May 2011 via FTP. Block group data from the ACS released via FTP a few months after the 5 year estimates.

Prototype from Dress Rehearsal Data were made available from the DR so that folks involved in redistricting including vendors, states, and the DoJ could begin developing their redistricting systems. TIGER shapefiles critical to understanding the geography. Minor changes have been made and we’ve notified known users.

What’s new on the P.L. files Per the states recommendations following Census 2000 we have added: School districts summaries Unified Secondary Elementary This dramatically increases the size of the files!

In addition to school district summaries……… Per the states recommendations we have added: A new table on housing unit status Vacant/Occupied Four population tables remain the same from previous censuses—total population by race, ethnicity, and voting age.

Redistricting Data Delivery—How will this occur? Currently we are collecting the home district/capitol district addresses for official recipients including governors and legislative leaders? Challenges? Time spread of deliveries Elections in November

November Elections 37 Governors 6, 315 legislative elections MS, VA, NJ and LA have off-year elections so leadership is known. Other Leadership determined when? We must secure names/addresses of these folks in advance of deliveries.

Process for Data Delivery As required by law—data must be delivered in a non-partisan manner. Therefore, we ship to governors, majority and minority leaders of both parties, commission directors (when we know who they are), redistricting committees (when we know who they are) at The same time.

At the request of REAC and new for Redistricting Data Delivery As we ship data to each state we will simultaneously issue an alert to all land based American Indian Reservations, Alaska Native Village Statistical Areas, Alaska Native Regional Corporations, Oklahoma Tribal Statistical Areas. Letter will be sent with link to our Redistricting Data Program homepage where we will post urls to the data products that are released. Still working on the details.

Process for Delivery RDO will ship Monday thru Thursday RDO will confirm bi-partisan receipt Tuesday thru Friday DADS will deploy data onto the American FactFinder for immediate public access following confirmation and within 24 hours Wednesday through Saturday.

How Will CAO/PIO Fit into the Communication Plan in 2010? Will you notify the members/committees and how? Press releases—we need to start now— One for the beginning of the TIGER/Shape files—One per state when the data start, including PR & DC We need to determine what will occur for the 2010 Census.

Communications RDO will do a few things— We will keep folks informed of possible deliveries for a week We will work with PIO/POP to produce a press release. Sue Copella will receive all notices.

Back to the Data What will these files include Population tables (4) including: Total population Population by race Population by ethnicity Hispanic or Latino Population by Voting Age Housing—vacancy status—new for 2010

What will the geographic summaries look like? State/County Census Tract/Block group/tabulation block Voting District (46 states) State Legislative District/Congressional District School Districts (Unified/Secondary/Elementary) New for 2010 American Indian/Alaska Native Areas

Advanced Group Quarters File In addition to the maps, shapefiles and data, the Bureau has agreed to release a table on group quarters in May 2011 that will facilitate two functions: Redistricting Count Question Resolution Program

May 2011 - A review Advanced Group Quarters File Special Tabulation on CVAP--maybe Demographic Profiles ACS release of 5-year data at the block group level via FTP only-need to watch the initial 5 year release timing

Early 2012—Section 203 Determinations……….. RDO will work with the DoJ using the 5-year estimates from 2005-2009 to determine which counties are covered under the VRA to provide language assistance at the Polls. Timing needs to be suitable to support the 2012 elections.

Census will release 2010 census data through 2013. Demographic Profiles-May 2011(places, congressional districts (111th) and mcds. Summary File 1—June-August 2011 Summary File 2—December 2011-April 2012 Congressional District Summary File for the 113th Congress January 2013 Legislative Districts June 2013

What follows next: Phase 4 - Collection of post-2010 Census Redistricting Plans 2012-2013 Collection of newly drawn congressional and legislative district boundaries Tabulation of 2010 Census data to those new districts Release of data via DVD and AFF

Phase 5 – Evaluation and Recommendations for 2020 Census The “View From the States” will appear in a final publication and will be used to formulate the 2020 Census Redistricting Data Program See publication
