Aims to evaluate the multiple dimensions of mobility including quantity and quality of travel, accessibility, and utilization… most importantly, safety Congestion management has been a required activity for MPOs since the early 1990s. However, the federal transportation funding and authorization bill, Moving Ahead for Progress in the 21st Century Act (MAP-21), made it clear that congestion is just one aspect of transportation system performance that requires monitoring. The River to Sea Transportation Planning Organization (R2CTPO) updated and refined its Congestion Management Process (CMP) in concert with its 2040 Long Range Transportation Plan (LRTP). Since the CMP was adopted, TPO staff has defined detailed operational standards and procedures for measuring congestion and other indicators of transportation system performance. This exercise will be repeated annually to provide regular progress reports. In subsequent years, the data and measures will be refined and enhanced as necessary to improve the decision-making process. The aim to evaluate the multiple dimensions of mobility including quantity and quality of travel, accessibility, and utilization. Most importantly, they address safety.

Transit On-time Performance: The data shows the shortened headways in recent years that show the route and service improvements in our planning area. Over the years, service frequency improvement has been made in major corridors such as Route 1 on A1A and route 60/20 connector between East and West Volusia. In addition, the SunRail feeder bus routes (Route 31, 32 and 33) were established to serve DeBary area, and the route improvement was made to combine Route 30 and 31 into one route with higher service frequency.
