Brief History of IHIE The Shortest Possible Version of the (Whole) Story: Pre-IHIE Sam Regenstrief and the Regenstrief Institute (begins 1969) The Indiana Network for Patient Care (begins 1993) Birth of IHIE (founded 2004) Grew out of a conversation among healthcare and business leaders based on the belief that healthcare had many challenges and that information technology should be able to help Many organizations had a role: BioCrossroads, iCareConnect, 5 “Charter” hospital systems, Central Indiana Coalition to Reinvent Healthcare, Health and Hospital Corp/MCPHD, Regenstrief, Healthbridge (Cincinnati) Key assets (and attitudes) Regenstrief and the INPC existed Healthcare leaders with open minds and open (enough) wallets An initial value proposition: Docs4Docs clinical messaging Lore: It still almost died 3 times

Brief History of IHIE The Shortest Possible Version of the Story: Growth of IHIE (2004 to the present) Growing participation beyond central Indiana (2007 – present) INPC as a sustainable service (2010) Quality Health First & the ONC Beacon Communities Program (2008 – 2013) Attempted for-profit subsidiaries (2008, 2013) IHIE Today Re-centered, not-for-profit HIE Strong financially and technologically In-house Agile-Scrum development capabilities Supportive Board of Directors Forward-thinking partners (including neighboring HIEs) Asking “What’s next?” (Strategic Plan)

Strategic Planning Process Timing: March – September 2015 Strategic planning meetings with: The IHIE Executive Committee Representatives from the charter hospitals Representatives from key stakeholders IHIE leadership team members External perspectives panel Informed by: Environmental assessment SWOT analysis Interviews with key stakeholders Customers Franciscan Alliance Indiana University Health Community Health Network Eskenazi St. Vincent Health Suburban Health Organization Government Family & Social Services Administration Associations Indiana Hospital Association Indiana Employers Quality Health Alliance Payors Anthem Healthcare Stakeholders Regenstrief Institute BioCrossroads Other HIEs Healthbridge Michiana Health Information Network Copyright © 2015 Indiana Health Information Exchange, Inc

IHIE 2020 Vision: Patient & Population Focused Interoperability EHR Interoperability INPC-to-EHR inter-operability jointly designed with customers and EHR vendors Neighboring HIEs / States Statewide and Interstate data exchange that strengthens the HIE value proposition in healthcare markets that cross state lines Support for Population Health Services to provide data and information to support population health management

What About HIE Nationally? The buzz word to know is Interoperability Call it whatever you want…its still not magic Healthcare providers have made significant investments in their EHR Portals aren’t good enough anymore…(for the more sophisticated) HIEs are making progress but…it (still) depends what state/market you are in Competing ideas of how to make the healthcare system “interoperable” eHealthExchange (formerly NwHIN) Commonwell EPIC’s CareEverywhere State-run HIE Community/Regional HIE Copyright © 2015 Indiana Health Information Exchange, Inc

What IHIE and Other HIEs Are Doing Inter-HIE data exchange (interoperability) Solutions driven by clinical and business needs Clinical messaging – HIE-to-HIE-to-EHR Hospital shares data with INPC Solutions driven by government regulation HIE-to-HIE data hand-offs to support federal “meaningful use”….and public health needs SHIEC’s Patient-Centered Data HomeTM

Strategic HIE Collaborative What is the Strategic HIE Collaborative (SHIEC)? www.strategicHIE.com … The National Trade Association for Health Information Exchange Organizations And SHIEC has a nation-wide HIE interoperability initiative called … Patient-Centered Data HomeTM Copyright © 2016 Indiana Health Information Exchange, Inc

SHIEC & the Patient-Centered Data Home What is the Patient-Centered Data HomeTM (PCDH) Initiative? Shares data between HIEs on behalf of patients as they seek care Three pilots: AZ-CO-UT, AR-OK, IN-MI-OH-KY-TN Step 1: ZIP code look up tables Step 2: Share patient encounter “alert” (From “non-home” to “home” HIE) Step 3: Share post-encounter summary (to “home HIE”) Copyright © 2015 Indiana Health Information Exchange, Inc
