Campus View of Public Safety

The Ripple Effect of Virginia Tech: Assessing the Nationwide Impact on Campus Safety and Security Policy and Practice

Public safety Public Safety refers to the welfare and protection of the general public. It is usually expressed as a governmental responsibility. Most states have departments for public safety. The primary goal of the department is prevention and protection of the public from dangers affecting safety such as crimes or disasters. In many cases the public safety division will be comprised of individuals from other organizations including police, emergency medical services, fire force etc. From USLegal.com

Public Safety Issues (source Bureau of Justice Statistics) High risk drinking Illegal and prescription drug use and abuse Violence against women, including stalking, domestic violence, sexual assault Criminal intrusions Natural disasters Fire and life safety Mental illness and suicide Health crises Food poisoning, food-borne diseases, pandemic flu

Public Safety Relevance Crime Terrorism/Shooters Disasters Typical emergency services (e.g., fire, ambulance) First two drive perceptions of campus, and community, with crime being the most relevant on a daily basis.

Public Safety and Anchor Mission The Anchor Mission: A commitment to consciously apply the long-term, place-based economic power of the institution, in combination with its human and intellectual resources, to better the long-term welfare of the communities in which the institution is anchored.

Nancy Zimpher, Chancellor of the State University of New York (SUNY) system, put the challenge in a broader perspective: “If American higher education is supposedly the best in the world, why are we plagued with so many societal problems? Surely, we need to be more engaged in solving the big problems.”

The 25 recommendations that resulted from the summit (DOJ, 2005) are grouped into three categories: 1. Promote collaboration. 2. Operate a safe campus. 3. Strengthen operations and administrative functions.

SUNY Buffalo State Experience Long-term typical role for college Expertise Evidence-based/research insights Consultation Data utilization, evaluation, etc. No institutionally organized response. 2009 beginning of West Side violence focus District police chief reached out informally to campus contact Much effort and planning but unfocused outputs/impact

West Side Youth Violence Px Coalition Much planning, little action for about a year Center for Health and Social Research asked to take on larger leadership role Focus was to utilize a public health approach Partnered with law enforcement and community agencies Developed a multi-pronged approach and sought funding (DOJ Project Safe Neighborhood funding) Modest support led to major long-term initiative with SUNY Buffalo State as an institutional partner West Side Youth Development Coalition

West Side Youth Development Coalition Organically formed, institutionally endorsed Over two hundred community partners Law enforcement, schools, CBOs, health care, businesses, political leaders, etc. Multi-pronged funding with broad focus on prosocial youth development Federal and state grants, institutional support for staff Alignment with new/expanded undergraduate and graduate programs in health promotion sciences Crime reduction is only one of the outcomes Actively brokering campus-community relationships This model is unique, but aligns well with anchor institution role.

Work Group Tasks Four groups, randomly chosen Four questions/topics (30 minutes for discussion/insights, 30 minutes (6 min/group) to report out, share group notes with Steve/Sarah) Relevance of public safety as anchor issue. Range/definition of community focus. Challenges to engaging in public safety as community issue for and anchor institution. What are meaningful measures of anchor institutional effort and community outcomes as related to public safety.
