Urbanization in Tamil Nadu Tamil Nadu - one of the most urbanized states in India TN Population : 72 million (2011) Urban population : 35 million (48%) Total no. Of ULB : 664 City Municipal Corporations : 12 Municipalities : 124 Town Panchayats : 528

Existing scenario in Tamil Nadu Net work (UGSS) Non Network Completed - 31 Faecal Sludge collection from Septic tank through tanker Lorries and Disposal Ongoing - 25 Proposed - 16 Installed Capacity : 1461 MLD Utilization : Average 58% House Service Connection:413199Nos.(Previous Year: 331769Nos.) A target of effecting 2.00Lakh Numbers of HSCs has been fixed for the current financial year

Need for Faecal Sludge/Septage Management (FSM) Pollution of Ground water due to un planned disposal of de-sludge. Disposal of untreated waste water into water bodies resulting into faecal contamination No standardization of practises. Virtually all poor people use on-site sanitation or have no access to improved sanitation Moreover, households have invested already in septic tanks Septic tanks are not cleaned regularly and drain out into the open storm water drains. In cases where septic tanks do not exist, the faecal matter is let out into the drains, Nallahs etc., leading to direct contamination.

Need for Faecal Sludge/Septage Management (FSM) Inadequate formalized de-sludging services Legal Framework Smaller ULBs like Grade II Municipalities and Town Panchayats do not have the capacity to create and manage assets for treatment of liquid waste as these involve large investment and long gestation periods & under utilization of STP. Recognizing the need to provide guidelines and regulations to manage faecal sludge in non-networked areas. TamilNadu has issued Septage Management guidelines in the year 2014

Strategy The strategy of the State is to provide conventional Under Ground Sewerage System in the area with high population density and septage management in area with low population density Those conventional Under Ground Sewerage System and Septage Management are run parallelly in ULBs, the former in high density area and the later in low density area.

Fees/Charges for De-Sludging, Transportation & Treatment Fees for De-Sludging to be collected from residents. Transport charges should be determined based on market rates. For treatment, the on-going rate of Rs. 150-200 can be charged for 9000 liters of waste collected. Periodic revisions for the charges to be effected based on revisions in costs involved.

Government have issued operative guidelines for implementation of Septage Management in Urban Local bodies vide GO.MS No 108 MA&WS dept (MA3) dated 01.09.2014. MOC Signed with Bill and Melinda Gates foundation(BMGF) on 04.08.2015. BMGF will support Government of Tamilnadu for total sanitation.

Appointment of TSU to provide support for improved sanitation through the following program components that will be implemented at the State level and in at least two cities. Improved enabling environment and governance: Engineering and Planning: Implementation Support: Behaviour Change and Communication: Enterprise Development: Capacity Building and Training: Knowledge Management: Monitoring, Learning and Evaluation

Septage Management Improvement Plans and Strategy Draft Recommendations for changes in building rules. Draft framework for pilots in three Urban Locations for improved de-sludging and safe disposal. Identification of Vulnerable areas in respect of ground water Treatment of Grey water and safe disposal. Waste stabilization ponds study (Trichy) Behaviour change and Communication.

As a pilot project, the following Urban Local bodies have been identified to implement the Septage Management. 1. Karunkuzhi Town Panchayat along with Madhuranthagam Municipality in Kancheepuram District. Work order issued on 21.02.2016. Leveling work under progress. 2. Periyanaickenpalayam and Narasimmannaickenpalayam Town Panchayats 3. Trichy Corporation (uncovered area of the UGSS).
