CEPOL in 2016 Key achievements EUROPEAN UNION AGENCY FOR LAW ENFORCEMENT TRAINING

2016 key achievements Exceptional budget management: Budget implementation of a financial year (2015) is 95.95%. 2016 budget = € 8 641 000 € 2 500 000 granted for the MENA project External relations: 5 working arrangements were finalised, namely with Armenia, FYROM, Kosovo*, Serbia and the European Judicial Training Network Online JHA Training Matrix up and running Working arrangement for cooperation on external action activities signed with DG HOME

CEPOL New Legal Mandate CEPOL new regulation was applied on 1 July 2016. The agency became the European Union Agency for Law Enforcement Training. The regulation had a strong impact on CEPOL: A wider target group. the current Governing Board became a Management Board (with the European Commission as voting member). the Director is now Executive Director. CEPOL National Contact Points (NCPs) became CEPOL National Units (CNUs).

Evolution of participation in CEPOL’s activities

Quality in the centre of gravity: ISO 9001 & Kirkpatrick Model Overall satisfaction with CEPOL activities was high, with close to 94 % of the participants stating that they were very satisfied or satisfied with the activities. 95% for residential courses, 94% for webinars 96% for the EPEP

Successful in delivery In the course of 2016, CEPOL was able to react to evolving political priorities and to swiftly implement relevant topical residential activities and online trainings. CEPOL trained law enforcement officers on issues vital to the security of the EU and its citizens. Our activities were designed to facilitate the sharing of knowledge and best practices, and to help developing a common European law enforcement culture.

5 661 law enforcement officers trained Courses on the EU Policy Cycle EU Policy Cycle topics have accounted for a significant portion of CEPOL’s training: 28% of the agency’s activities were dedicated to those topics: 31 residential activities attended by 979 participants 24 webinars followed by 3 412 participants 4 online modules used by 919 participants 173 CEP exchanges In total, CEPOL trained 5 661 law enforcement officers in EU Policy Cycle matters. 5 661 law enforcement officers trained

Courses on counter terrorism CEPOL implemented a portfolio of activities comprising: 8 residential activities attended by 365 participants 1 webinar followed by 212 participants 2 online modules used by 143 participants 15 CEP exchanges A counter terrorism project – CTPP (281 participants) In total, CEPOL trained 1 016 participants on counter terrorism issues. 1 016 participants trained

Counter terrorism partnership project (CTPP) 11 residential activities (6 in Jordan, 2 in Lebanon, 2 in Tunisia, 1 in Turkey) 6 study visits for 34 participants (to Austria, Cyprus, Germany, Hungary, Italy, the Netherlands and Spain) 281 participants trained 92% satisfaction rate

387 law enforcement officers trained Courses on migration CEPOL addressed the challenges stemming from the unprecedented migration flows thanks to its multi-layered approach of training activities: 6 residential activities attended by 195 participants 1 webinar followed by 167participants 25 CEP exchanges In total, CEPOL trained 387 law enforcement officers in migration matters. 387 law enforcement officers trained

2 201 law enforcement officers trained Courses on cybercrime CEPOL implemented a portfolio of activities comprising: 5 residential activities attended by 142 participants 9 webinars followed by 1 570 participants 1 online module used by 451 participants 38 CEP exchanges In total, CEPOL trained 2 201 participants on cybercrime issues. 2 201 law enforcement officers trained

30 Students are participating to this Master programme European Joint Master Programme (EJMP) CEPOL’s European Joint Master Programme, its first fully accredited Master programme, was launched successfully in October 2015. It consists of 7 modules. 5 modules were implemented in 2016. The first edition of the Master (2015-2017) is conducted under the leadership of the German Police University. The programme is accredited by the Spanish accreditation institute ANECA. The Master diploma will be awarded by the Spanish University UNED. 30 Students are participating to this Master programme

CEPOL Annual Research and Science conference CEPOL 2016 Research and Science Conference took place in Budapest, Hungary. The conference brought together over 200 academics and practitioners and a number of high level key note speakers, including two at very high level - the secretary general of INTERPOL, Mr Jürgen Stock, and the director of EUROPOL, Mr. Rob Wainwright. The CEPOL 2016 Research and Science Conference aimed at being a platform to engage in professional and informed discussion on the future of policing and law enforcement education.
