LIVESTOCK CONTRIBUTION TO LIVELIHOODS - NOT ONLY TO SMALLHOLDERS/PASTORALISTS Example from Switzerland: The Herens (Eringer in German) is a breed of cattle named after the Val d'Hérens region of Switzerland.

The Herens is well known for the high aggression of its females The Herens is well known for the high aggression of its females. Sent on meadows, they fight for a natural dominance hierarchy. In spring, cows and heifers are made to fight one against another in five weight classes in the local tradition of "cow fighting". The winners are sold for high prices. Today cow fights are a major tourist attraction in the Valais.

Swiss Agency for Development and Cooperation SDC The SDC is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs (FDFA). In operating with other federal offices concerned, SDC’s main task include the overall coordination of development activities, and the humanitarian aid delivered by the Swiss Confederation. Through its South Cooperation Department, SDC helps reducing poverty in 20 countries and regions, among them in the Horn of Africa. Our Regional Programme Horn of Africa, which is operational in Ethiopia, Somalia and Kenya, is focusing on 4 domains: Agriculture and Food Security Health Governance Migration & Protection

Livestock-related projects under the SDC Regional Programme Horn of Africa Ethiopia: Livestock sub-sector contributes to circa 50% of the country’s agricultural GDP, which represents more than 20% of the total GDP, and around 13% of national exports. It is the key determinant of food security for pastoralists. SDC is thus supporting a livestock-related project in the Borana Zone, aiming at improving the food security and resilience of pastoralist communities through sustainable and context-specific Natural Resources Management (NRM) practices, along with enhanced income diversification strategies. This project combines humanitarian and development instruments and is implemented through a consortium of international NGOs on the one hand (Helvetas Swiss Intercooperation and German Agro Action), and GoE/GoO on the other hand (at regional/local levels). All target areas are lowland, drought-prone woredas of the Borana Zone. This may easily jeopardize development gains if no timely response mechanism is put in place. For the project to react swiftly, cheaply and efficiently in the case of a crisis, a contingency fund per phase has been approved by the SDC. This has already been activated in the four highly affected woredas of the project target woredas and over 4’000 core-breeding animals were able to survive with provision of livestock feed and livestock emergency drugs.

Livestock-related projects under the SDC Regional Programme Horn of Africa Kenya: The SDC supports pastoralist communities in Northern Kenya, first through the SDC financed Water for Livestock Project (2012-2015) and since 2015 through the multi-partner Kenya Resilient Arid Lands Partnership for Integrated Development Programme (Kenya RAPID). Kenya RAPID focuses on Northern Kenya Counties bordering Somalia and Ethiopia, predominantly inhabited by pastoralist communities with over 60% of poverty rates in a fragile environment. It strongly supports the Ending Drought Emergencies Common Program Framework launched by the Government of Kenya in 2015, recognizing that “Sustainable management of rangelands, water, crops, and increasing the contribution of livestock to the pastoral economy are critical to resilient livelihoods in the Arid and Semi-Arid Lands.”    Currently, the SDC through its Nairobi office has a 7-year direct collaboration with the Wajir County Government, the Frontier Counties Development Council (FCDC), and the Pastoralists Parliamentary Group (PPG) to strengthen the livestock sector in the arid and semi-arid lands of Kenya. These interventions are expected to build onto the Swiss Cooperation office regional resilience agenda and complement other programmes such as the cross-border IGAD-FAO resilience programme and natural resource management and drought resilience project in Ethiopia.

There is also a SDC Global Cooperation Department. This Department includes 5 Global Programmes: Food Security Water Health Climate Change & Environment Migration & Development The mandate of the Global Programmes is “to exert a targeted influence on international policy and the negotiation of global regulations”, conduct and support innovative projects, and foster the development, sharing, and mainstreaming of thematic knowledge in and outside SDC. The Global Programme Food Security’s mission is to contribute to a world free of hunger and malnutrition in which smallholder farmers in rural and peri-urban areas produce healthy food accessible to all while improving their income and safeguarding the environment.
