Magna Carta I, King John, accept that I must govern according to the law. So, I agree not to -levy taxes without the consent of the nobles -put nobles in jail without a trial -interfere with the church -restrict the movement of freedmen -force people to build bridges Nobles: only students with As (or some randomly chosen characteristic of birth) can vote. Boys only would be interesting.

Magna Carta Signed in 1214 AD First European document limiting royal power. Required the consent of a council of nobles to go to war, raise taxes, etc. Though John quickly ignored it they stage was set (even if it took 500 more years…) Nobles: only students with As (or some randomly chosen characteristic of birth) can vote. Boys only would be interesting.

Articles of Confederation First governing document of the United States Created a loose union of the states. Very limited powers. New laws could only pass with 2/3rds of states supporting it. All vote, thing only happens if 2/3rds support it (this is how you get out of actually doing any of the things.)
