BeiDou constellation and Plan of Satellite to be Launched 11 BeiDou navigation satellites had been successful launched according to its schedule. Another 5 BeiDou navigation Satellites will be launched in 2012; include 4 MEOs+ 1 GEO To expand service area and improve service performance: Provide passive PNT services and wider range position report service for Asian-Pacific users; Positioning accuracy is better than 10 meters. 35 BeiDou navigation Satellites before 2020 2012

What’s we have done RAIMPS, GBAS, GRIMS, ADS-B , RNP/RNAV Implementation ICG, APEC GIT, ICAO Assembly and NSP…… Since the Manuals is how to implement SARPs and PANS, China, EC and Europe expert had work together on ICAO GNSS Manual (ICAO DOC 9849 ) with the BeiDou and Galileo new Core Constlletion description already ICAO resolutions and decisions A37-12 “ Develop SARPs to support the implementation of the BeiDou (Compass) navigation system of China into the global framework” Special working group has been set up by CSNO and is preparing for the related documents Jiuzhai Huanglong Chengdu

BeiDou Applications :Civil Aviation First BeiDou receiver on board test Future focus on reliability and safety Promote civil aviation system application standards The initial result show us quiet promising, within 12 meter in accuracy and flight enroute form Beijing to Inner Moglia Xilinhaote airport with 10 times departure and landing.

What’s we should done next Support the duty work of ICAO Council Technically to adopt SARPs and incorporate these as Annexes to the Convention to achieve international uniformity / standardization and improve air safety, efficiency and regularity. Support Development and perfect of Legal Framework for GNSS on ICAO Legal Committee CAAC:With the published of AC-91-FS-2010-01R1 (RNP Terminal and Approach) on March, 1st, 2010 and Performance Based Navigation Implementation Roadmap version 1.0 in October, 2009, it is on the plan to consider Chinese BeiDou system as to be one of future satellite constellation choice to enhance the GNSS capabilities. The expert from in and outside civil aviation is also now working together to defined BeiDou application demonstration projects. CAAC expert began to discuss with CSNO about future international industry standardization on avionics such as MOPS issue.

Conclusions The construction of BeiDou System goes smoothly, and has achieved desired objectives. Initial operational service has provided, and its performance will be improved with BeiDou System going on. China will promote the construction and applications of BeiDou as planned, and further strengthen international cooperation, promote monitoring and evaluation of GNSS open services, as well as accelerate GNSS applications. As one of the core GNSS providers, China hope early to be an important member of ICAO GNSSs, to provide more options for international civil aviation. International Civil Aviation Organization developing the principles and techniques of international air navigation with its 191 member states, ICAO no doubt is a key for future global GNSS application. Not only will be a pioneer but also for set up a example for Global Strategy and Guidelines.
