African Workshop Implementation of the SDG indicator framework 10th Tranche Development Account Programme on Statistics and Data 19-20 January 2017, Cape Town, South Africa

2030 Agenda and SDG Indicators - Principles Translation of global goals, targets and indicators to the national context based on national priorities Open, inclusive, participatory and transparent for all peoples Country-led indicators and data of high quality, accessible, timely, reliable, and disaggregated by income, sex, age, race, ethnicity, migration status, disability and geographic location, and other characteristics relevant in national contexts Built on existing platforms and processes, while taking into consideration emerging methodologies Maintain a longer term orientation, and identify achievements, challenges, gaps and critical success factors Coordinated and joint support to data and national statistical capacity strengthening from across the UN system

SDG Indicators: challenges and opportunities Scope 230 indicators Granularity Data disaggregation Quality Timeliness reliability Eco-system Digital transformation Data sources Big Data Data community Data providers & producers Modernisation Integration & Standardisation Interoperability Methodology Mix-mode Institutional environment Resources & Capability Infrastructure IT & applications Know-how HR development Leadership Coordination Partnership What are these challenges that triggered common reaction initiated with the ESS Vision 2020? 1. Data revolution – new technologies – competitive pressure – rapidly increasing flood of data from various sources – potential to improve timeliness, relevance and response burden – but uncertain quality – what role for official statistics? 2. New metrics – global phenomena that cannot be described with traditional indicators based on purely national data – need for reorientation of analytical focuses and for new statistical products with different geo-levels 3. Price of statistics – quality is never cheap – change=investment – but resources are shrinking – response burden expected to be reduced – data expectations rising – how to keep quality high and preserve this competitive advantage? 4. Future of Europe – policy targets are increasingly quantitative and based on statistical evidence – highest quality and quick delivery expected and assumed – notably in EU's enhanced economic governance Challenges Opportunities Capacity Building
