ITMS: International Transfer Matching System General Introduction What is Itms? ITMS: International Transfer Matching System ITMS was established by FIFA to transform the international transfer market: 1. Centralisation of all documents 2. Transparency of all payments 3. Protection of players, including minors 4. Standardisation of transfer process

General Introduction Key principles Open access Standardisation The system is available via the internet (with appropriate security elements) Standardisation Standard process for international transfers, minor applications and claims (according to the FIFA regulations) Centralisation The information and documents uploaded are available in ITMS at any time Transparency The two clubs involved in a transfer must disclose the details of that transfer in the system, including payment and banking details Confidentiality The system provides the necessary security measures to ensure the confidentiality of the information in the system Protection TMS guarantees a minimum standard of protection for all players, in particular minor players

Why is mandatory? Annexe 3 of the regulations General Introduction Why is mandatory? Annexe 3 of the regulations Article 1.5: the use of TMS is a mandatory step for all international transfers of professional male players within the scope of eleven-a-side football, and any registration of such player without the use of TMS will be deemed invalid. 1. Professional players cannot be registered with a paper ITC. 2. Releasing association cannot respond to an ITC request outside ITMS for a professional player. 3. Player cannot play in official matches for his new club until the ITC process is complete.

User obligations Club users Use ITMS for international transfers of male professional players (art. 1.5 of Annexe 3 of the Regulations) Provide compulsory data and upload mandatory documents when creating instructions (art. 2.3, art. 2.4 and art. 4 of Annexe 3 of the Regulations) Declare any payments made in ITMS (art. 1.2, art. 4.2 and art. 4.6 of Annexe 3 of the Regulations) Train new TMS users (art. 3.1.2 of Annexe 3 of the Regulations)

Transfer process

Association role: transfer process General overview The club(s) involved enters all relevant information in ITMS (including financial data) and uploads the mandatory documents The identity of the player is confirmed by the former association (if applicable) The ITC request is made at the proper time. The ITC is created in ITMS and the player is registered. If applicable, the new club declares all payments made and uploads the respective proof of payment Association

Association role: transfer process Player confirmation When a club adds a new player to the TMS database, the player must first be confirmed by the former association, and the status of the transfer will be «Awaiting confirmation of player» Here the former association must simply confirm the identity of the player. They can: Reject Confirm Transfer is cancelled. The transfer can proceed. The former association should only reject: If they cannot confirm the identity of the player, e.g. player is not registered at their association (cf. art. 5.2.1 of Annexe 3 of the Regulations) If the player currently exists in the TMS database, and this is a duplicate player. If the former association finds that some of the player’s details need to be updated, e.g. Name, Nationality, date of birth, they may update the player details before they confirm the player. This can be done by clicking “Edit current player”.

In case of an international transfer (appart when the move is for humanitarian reasons), the former association has to approve (or dispute the application). The application is then submitted to FIFA for consideration and decision.

Minor applications

Minor applications General overview EXCEPTIONS The parents of the player moved for reasons not linked to football. The player is over 16 and is moving within the territory of the EU/EEA. Both player and club are within 50km of their common borders and the distance between the two is less than 100km. Player is registering for the first time and has lived continuously for the last five years in the country of intended registration prior to this request. The player is an exchange student undertaking an academic program abroad. The player is moving for humanitarian reasons accompanied by their parents. The player is moving for humanitarian reasons without their parents. Article 19: FIFA does not permit the international transfer of players under 18 or the first registration of a minor in a country of which he/she is not a national (p. 20)

Minor applications Best practices 1. Please refer to the “Minor player application guide” and “Pertinent facts” documents available in the Help Centre 2. All uploaded documents must be in an official FIFA language 3. Make sure the uploaded documents are complete and correct

Minor applications communication from fifa If necessary, the case handler can request additional documents or send information letters to the parties involved before the minor application is submitted for a decision. The relevant parties will be notified in the dashboard. Click on “View details” to view the letters and submit a response, if applicable

Min0r applications minor player transferred as a professional Minor application Submit applications well in advance of the intended registration date of the minor. Bear in mind the registration periods. International transfer Correctly enter the compulsory information regarding the transfer instruction and correctly upload all mandatory documents prior to the end of the registration period, irrespective of the minor application. Save the transfer instruction. You cannot confirm it until the minor application is approved in TMS.

User management and access

User management before you can become a user You need to meet certain requirements: You must be a direct employee of the organisation You must have basic computer skills You must have a good working knowledge of either English, French, German or Spanish You cannot already be an active TMS user for another club or association You cannot be an intermediary You cannot be a professional football player

User management New user activation process Active association and club users are in charge of submitting activation requests for new users via TMS.

User management New user activation process TMS user requester: Completes the application form Uploads all required documents Training & Support: Reviews and processes all applications in TMS E-mail address: personal, needs to be unique and will be the username Add a club if new participating club -> organisational DPA needed Find the documents in the Help Centre -> link No more confirmation of training as a document, but as a declaration electronically Main contact is the TMS Manager -> should be kept updated, it is the email I&C uses to send letters For change of users -> inform Helpdesk if a user needs to be deactivated -> coming soon! No notification outside of TMS -> check on a regular basis for info about status and rejection if applicable. I&C: Explain importance of obligations as a TMS user: Stakeholder liability: Art. 9.3, annexe 3: “Associations and clubs are liable for the actions and information entered by their TMS managers”. Personal liability: Declaration of Confidentiality and Due Care: “I am aware that any failure to comply with the obligations under this agreement may lead to personal liability.”

Confidentiality AND ACCESS Art. 3.4 of Annexe 3: Associations and clubs will keep all data obtained based on the access to TMS strictly confidential and take all reasonable measures and apply the highest degree of care in order to guarantee at all times complete confidentiality……(p. 43) Use confidential information exclusively for the purpose of implementing player transactions in which the associations and clubs are directly involved. IMPORTANT Associations and clubs shall ensure that only authorised users have access to TMS. Furthermore, associations and clubs must select, instruct and monitor the authorised users with the highest possible care.
