Where is St. Pierre & Miquelon? French archipelago 25 km south of Newfoundland. 242 km2 (93 sq mi.) 6125 inhabitants. Last vestige (1815) of French territory in North America.

Why St. Pierre & Miquelon? Only jurisdiction in N.A. with bilateral negotiated licenses. Favorable fiscal regime and taxation. Territorial waters bisect Laurentian basin. COP to drill on NL license in Nov. ‘09.
