HISTORY OF JOINT BID PROGRAM The joint bid program was implemented in 2001. The ACCA staff drafted an amendment to an existing statue that allowed all counties to jointly solicit bid proposals and award bids that could be used statewide by all Counties in the State of Alabama. In order to participate each county has to adopt a resolution to join and furnish the ACCA staff with updated bid request list annually. Houston County graciously agreed to act as the awarding authority since the ACCA was not empowered to do so.

WORK IN PROGRESS We have continued to make changes to the process as new ideas spring to light. As the program has evolved some items have been added to the Joint Bid Program and some items have been deleted. Continual feedback is needed in order for the program to benefit all counties.

COMPARISON SHOPPING COMPARING “APPLES TO APPLES” Please note that all the Heavy Equipment in the Joint bid program are specified with almost every option available. Any of the Options listed in the bid proposal as options may be deleted. The costs of these options are available on the ACCA website under Heavy Equipment Item on the County Joint Bid Program Link. Please note that most of the Heavy Equipment on the Joint Bid Program includes Oil Sampling and all filters for the duration of the warranty period.

BENEFITS OF PROGRAM Ability to make a motion to purchase equipment and place the order the same day. Eliminate the nagging salesman. We all know as soon as we send out bid request for equipment salesman begin to circle like buzzards. Increase our buying power with the “power of numbers”. The biggest example of this is with the introduction of the Tandem Dump Trucks to the Joint Bid Program. An average savings of $5000 per truck was achieved versus local bids. Decrease in the demand on time of most County Engineers during the ATRIP Program.

SOLUTION TO ALL YOUR NEEDS NO !!!! There are some needs that are not met by this program. ITEMS THAT HAVE HIGH FREIGHT COST ASSOCIATED WITH THEM SUCH AS CULVERT PIPE, ASPHALT, AGGREGATES, LOCAL HAULING, ETC. ARE NOT WELL SUITED TO THIS PROGRAM.

SUMMARY: The Joint Bid Program is a success. It like anything else has room for improvement. Feedback form Vendors and Purchasers along with continual reviews by interested committee members and the ACCA staff will make the program continue to improve. The ACCA staff undertook a great burden with the implementation of the Joint Bid Program and should be congratulated often for a job well done.

SUMMARY: CONT’D Sonny Brasfield, Mary Pons, Chase Cobb deserve a special thank you, because they have been on the front line defending our program every day to vendors who are not pleased with the increased competition. I have emphasized Heavy Equipment in this presentation because of the short amount of time and the dollar amounts involved in each. However all of the other items on the Joint Bid are very important and create savings everyday. I strongly encourage each of you to do your part in supporting and improving our Joint Bid Program.
