Welcome CT Basketball Officials CT Review NFHS 2016-17 Rule Changes and Points of Emphasis In General, the Rules Committee believe that the playing rules of Basketball are in good condition. The proposals presented and approved are considered to be enhancements to the existing rules.

CIACTCC CT ConcussionrotocolConcussion CT Concussion Protocol olicyCCT CT Concussion Protocol Official’s Role Observe and be more cognizant of athletes displaying signs, symptoms & behaviors consistent with a concussion. Advise coach that - “the player should be checked out”, similar to injury or bleeding rule. Do Not say - “the athlete has a concussion”.

CT Concussion Protocol CIAC Concussion Policy CT Concussion Protocol CT law places the primary responsibility on coaches and healthcare professionals (HCP). Mandates training for coaches. No requirements in law that pertain to officials.

CONNECTICUT ADOPTED MECHANICS Coaching Box and X must be marked. CIAC directive - If home coach and/or home management refuse to designate unmarked coaching box with tape, the home team will not be permitted the use of a coaching box for that game. However, the visiting team will be allowed the use of a coaching box. Notify IAABO Secretary, Interpreter or Commissioner who will notify CIAC.

CONNECTICUT ADOPTED MECHANICS Point to the floor with “one” finger to indicate foot touching “3” point line (i.e. 2 point field goal is being attempted). Team members are not allowed to congregate at division line or on school logo during introductions. Coaches and officials will direct players to free throw line area in front of respective benches.

CONNECTICUT ADOPTED MECHANICS Captains-Head Coaches-Officials pre-game meeting should occur from 5 to 10 minutes prior to start of game. If the head coach refuses to attend the meeting, notify your Secretary or Assignment Commissioner, who will notify the school Athletic Director and CIAC.

Ejection Policy/Protocol Coach - If a coach receives any combination of technical fouls (direct and/or indirect) that leads to their ejection from a game or is ejected for any other reason, they must leave the playing court area.

Ejection Policy/Protocol Player – If a player receives two (2) technical fouls for any reason or a flagrant personal foul, he/she is ejected from that game. When a player is ejected, he/she is directed to sit in the team bench area. The player should not be directed to the locker room. The coach and/or school personnel are responsible for player supervision

Ejection Policy/Protocol A player who attains five (5) fouls : - 5 personal or - 4 personal and 1 technical is disqualified from the game. This is not considered an ejection.

Ejection Policy/Protocol Official must notify the coach and player when player has earned the limit of technical fouls or a personal flagrant foul that warrant an ejection. Official must clearly communicate the information to the official scorer so it is properly notated in the official scoring book.

Ejection Policy/Protocol Official must contact the IAABO Assignment Commissioner immediately after the game has concluded to report the ejection and identify the team, player/coach and the correct spelling of individuals identified. Official must prepare a draft ejection report for the Assignment Commissioner to review following the CIAC guidelines. The CT IAABO member should not submit the ejection report directly to CIAC.
