Greenleaf Power HISTORY Greenleaf Power was founded in 2010 and is headquartered in Sacramento, CA. Greenleaf’s mission is to own and operate base load biomass plants and to apply best-in-class management and operations practices to extend the economic lives of the plants. EXISTING PORTFOLIO Greenleaf completed its first acquisitions in 2010, and has grown its portfolio through strategic investment. The portfolio currently contains five biomass facilities, a combined 150 MW of biomass generation capacity FOCUS ON BIOMASS Greenleaf is focused on continuing to purchase operating assets and to invest in late stage biomass development opportunities, providing synergies and establishing itself as the leading biomass owner and operator in the industry.

PRE is a Renewable Energy Success Story PRE was built as a result of a statewide procurement for in state baseload renewable electricity plants Project 150 Round 2 (2007-08) Bids were solicited from renewable energy developers, reviewed, scored and ultimately approved by PURA There were three rounds of RFPs, totaling 150 MW Other projects funded under Project 150 include the Bridgeport Fuel Cell Park, Waterbury Hospital and Stamford Hospital Fuel Cells 2 other biomass projects received awards but were never built PRE was awarded a 15-year Energy Purchase Agreement (EPA) with Eversource for most of its output Eversource purchases 30MW – or about – 80% of PRE’s available capacity and energy

PRE is a key component of CT’s materials management infrastructure 1,041,643 Tons of C&D Waste CT generates about 397,204 tons of C&D wood waste per year PRE can manage about 73% of CT’s total annual C&D wood waste stream PRE may accept up to 80% of its fuel from C&D waste wood, which is about 288,000 tons/year 397,204 tons Source: 2015 DEEP C&D Waste Characterization Study 2013 Data

Non Hazardous Secondary Materials (NHSM) Categorical Non-waste NHS § 241.4(a) PRE’s Fuel Management Practices NHSM can be either a Waste or a Non-Waste In 2014, EPA issued a Non- Waste determination for processed Construction and Demolition wood Construction and demolition (C&D) wood processed from C&D debris according to best management practices is a fuel and not a waste The criteria utilized by EPA in this determination is that the wood is sufficiently processed to be similar to virgin wood. PRE combusts a combination of traditional fuels (Biomass & Biodiesel) and NHSM non- waste fuels (processed Construction & Demolition (C&D) Debris). The C&D is managed by both PRE and our suppliers using the following: Fuel suppliers utilize NHSM approved sorting methodologies to produce the C&D. PRE monitors the quality of C&D using a State approved Fuel Quality Protocol, which is consistent with the data used by EPA in its Non-Waste determination Periodic inspections and sampling of C&D suppliers by an independent 3rd party.

Challenge: Low energy prices Gas prices are low, which impacts PRE like all other non gas-fired plants in the wholesale markets PRE’s contract price to sell to Eversource is impacted by falling wholesale prices “Price collar” adjusts PRE’s contracted payment amount when wholesale prices are consistently low PRE has 7.5 MW of uncontracted energy that it sells on the market. DEEP RFPs for clean energy have not allowed existing resources to bid PRE would like the opportunity to bid in a future energy procurement to secure a stable contract price for its 7.5 MW of remaining output PRE’s contract award in the Project 150 procurement was reduced in anticipation of another biomass plant being built in CT. The plant was no built and its award was cancelled Biomass provides base load renewable energy that results in permanent local and regional jobs, unlike wind and solar, which are intermittent energy producers that produce few jobs past construction phase
