PROCESS Discussions with Mayor, City Council, City Manager’s Office and Department Heads to discern potential issues for 2010 federal program Communicated the entire list of issues to The Franklin Partnership to obtain feedback

PROCESS (cont’d) Communicated issues to community allies to obtain their feedback Prepared the list of issues for which the City of Fort Worth will assume primary responsibility and for which the City of Fort Worth will provide support as needed The proposed program was presented to the Legislative and Intergovernmental Affairs Committee at meetings in November (2), December 2009 and January 2010

SEEK FUNDING

Funding for Development of a New Police/Fire Training Center City of Fort Worth Request: $10.0 million (incrementally if required) Capital for land acquisition for development of firing range and burn pad Potential sources of funding FY10 House/THUD/HUD/Economic Development Initiatives FY10 Senate/CJS/OJP-Byrne Discretionary Grants Summary: First responder training programs are popular politically – probability is for a high degree of success

Funding for Homeless Initiative City of Fort Worth Request: $4.0 million (incrementally if required) Capital for land acquisition for development of additional housing Possible sources of funding FY10 Senate/THUD/HUD/Economic Development Initiative Summary: A high probability of potential success

Funding for Development of Modern Street Car System City of Fort Worth and The T will jointly seek funding through the Federal Transit Administration Circulator Funds For final design and construction of a downtown circulator system Amount of Request: $25 million Will require the appropriate local match

SUPPORT

Funding for Trinity River Vision Continue to support the efforts to secure appropriate funding for the TRV

Funding for Tower 55 The BNSF and UP railroads have filed an application for TIGER Grant funds The City of Fort Worth has submitted letters of support The City of Fort Worth will continue to “support” this request

Funding for Completion of Southwest/Northeast Rail Line The T is seeking this appropriation and is asking for the City of Fort Worth’s support Project would require (a) “authorization language” for the full cost and (b) an annual appropriation request Potential sources of funding FY10 House/THUD/DOT/Federal Transit Administration FY10 House/THUD/DOT/Federal Transit Administration/Capital Improvement Grants FY10 Senate/THUD/DOT/FTA/Capital Investment Grants Summary: Strong potential for success

Passage of Federal Employment Non-Discrimination Act Currently, S. 1584 by Senators Jeff Merkley and Susan Collins and H.R. 3017 by Representatives Barney Frank and Ileana Ros-Lehtinen are pending in the United States Congress following Senate and House committee hearings which have been held The bills provide basic protections against workplace discrimination on the basis of sexual orientation or gender identity

Tarrant Regional Water District (TRWD) Presently, there are a number of initiatives underway at the federal level that conceivably would infringe upon local control over planning and implementation of water supply and floodplain management issues and projects The TRWD has asked for the support of the City of Fort Worth for the efforts of the TRWD to respond to these federal initiatives in order to preserve local control
