Comparison of priority themes Spatial priority themes are already key spatial policy areas in Local Plans, with coordination structures already firmly in place Environmental priority themes mostly reflect new, 21st century concerns, with coordination structures in place, which need continuous fine-tuning to improve synergies Although prominent in national policy framework and the subject of significant initiatives at the local level, Socioeconomic priority themes are only given sketchy consideration in Local Plans

Spatial priority themes Sustainable use of land: National Planning System Role of Minister, Planning Board, Local authorities Housing: Ministry of the Interior Policy under review in post-crisis period Urban mobility: Ministry of Transport, Communications and Works Committees ensure key stakeholder coordination Possible line of action would be to follow international debate and review current policy as needed

Environmental priority themes (1/2) Air quality: National Action Plan for the Improvement of Air Quality Department of Labour Inspection (DLI) Greatly affected by auto emissions  urban mobility policy Circular economy: Department of the Environment Critical role of Municipalities in waste management policy Climate adaptation: National Climate Change Adaptation Strategy

Environmental priority themes (2/2) Energy transition: Shift to renewable energy sources Energy efficiency in buildings Energy Service (Ministry of Energy, Commerce, Industry and Tourism) Specific additional themes important for Cyprus: Water resource management, desertification etc. Possible line of action would be to improve and strengthen current coordination mechanisms, widening the scope of Local Plans to these priority themes

Socioeconomic priority themes (1/2) Inclusion of migrants and refugees: New, post-accession issue Ministry of the Interior, Local Authorities Central government policy and support programs Several initiatives at local level stand out Urban poverty: New, post-crisis issue Minimum guaranteed income and similar policies Cyprus-EU Partnership Agreement 2014-2020 Integrated Sustainable Urban Development plans for deprived urban neighborhoods

Socioeconomic priority themes (2/2) Jobs and skills: Central government policy and support programs Human Resources Development Authority Operational Program Employment, Human Resources and Social Cohesion Possible line of action would be to highlight the spatial aspects of these priority themes within Local Plan strategic objectives, along the lines of respective government policy

Cross-cutting issues Digital transition: Public procurement: Government digital policy/ e-Cyprus, Ariadne e-OASIS (administration digitization) HIPPODAMOS (digitization of the planning system) Public procurement: Public Procurement Authority guidelines and several legislative acts Possible line of action would be to mainstream these cross-cutting issues in Local Plans, as appropriate
