Build Housing Housing creates jobs Sample Policy: LA CRA Construction Careers Policy Sample Community Benefits Agreements: Lorenzo Big Obstacle: Housing programs cut, CRA disbanded

Living Wage Agreements Developers or new businesses agree to pay LA’s Living Wage. Example: LA Live/Staples Center Community Benefits Agreement

Encourage Labor Peace Agreements that new business won’t fight union organizing. Examples: Hollywood Renaissance Hotel W Hotel in Hollywood Marriott at LA Live

Require Targeted Hiring Developers and new businesses agree to hire from local pool. Examples: Lorenzo Apartments LA Metro Measure R Policy: 40% low income residents

Create & Maintain Small Businesses Grants or loan funds Discounted rent for retail space in new developments “Local hire” for local small businesses Protections for businesses during transit construction Note: defining “Small Business” in policies is important. Local small businesses are typically much smaller than City/industry standards so the definition must be written so as to target very small businesses.

Open New Factories Public agencies buy goods from companies. Get those companies to expand or locate locally. Example: Metro rail cars: Siemens vs. Kinkisharyo Attracting new businesses to “Green Tech Corridor”
