ALDOT Specifications Update Curtis Vincent, P.E. State Construction Engineer 26th Annual Alabama Asphalt Pavement Conference

Construction Specification Updates 1. Importance of the Asphalt Industry 2. How we decide to change specifications 3. Recent changes in Specifications 4. Topics of discussion that might lead to additional changes. 26th Annual Alabama Asphalt Pavement Conference

26th Annual Alabama Asphalt Pavement Conference Asphalt Industry From 2012 to 2015 ALDOT let over 3 Billion Dollars in Construction work. Of that amount, approximately 53% of funds went towards asphalt related items. This was a major investment for the taxpayers of Alabama. A good roadway network is critical to the economy. Each and everyone of us and our families drive on asphalt roadways daily. 26th Annual Alabama Asphalt Pavement Conference

Industry and ALDOT Partnership We are all in this together! Asphalt Plant Mix- Quality Liaison Committee Highway Industry Quality Liaison Committee (ARBA) Other Committees and groups ALDOT in- house experiences 26th Annual Alabama Asphalt Pavement Conference

26th Annual Alabama Asphalt Pavement Conference Special Provision 12-1597 Sections 703 and 856 Preformed Traffic Control Markings 703.01 Description Preformed thermoplastic markings may be used for permanent striping, and for other circumstances as designated by the Engineer. 703.02 Materials Preformed traffic markings and legends shall also meet the requirements given in Article 856.10. All preformed markings and legends shall meet the dimensions as shown in the plans and shall meet the tolerances requirements given in 703.03(c)1. 26th Annual Alabama Asphalt Pavement Conference

Special Provision 12-1657 Section 109 Measurement and Payment Allows use of electronic signatures. Allows use of remote ticketing. Trucks used to haul material being paid by weight shall be measured empty daily, with the driver in the truck, to establish a daily tare weight. Each truck shall also bear a plain legible identification number. As a minimum, the weight ticket shall contain the following: 3) Truck number and maximum legal load for the designated haul route. 8) Weighmaster’s signature. For scales with remote ticketing capability, the Weighmaster’s signature may be electronically generated. 26th Annual Alabama Asphalt Pavement Conference

25th Annual Alabama Asphalt Pavement Conference

Electronic Weighmaster Signatures Feb. 1, 2016 letter to ARBA and AAPA: Attached is Special Provision No. 12-1657 revising Item 109.01(h)2 of the specifications to allow a Weighmaster to electronically sign weight tickets when a scale location has remote ticketing capability. Please note that this allowance also requires additional information to be included on the weight ticket; specifically, the maximum legal load for the haul route and the name of the pay item being delivered.   This Special Provision will be included in proposals starting with the February 2016 letting, and may be considered applicable to any current projects on which the Contractor has the capability to meet the new specification requirements. 26th Annual Alabama Asphalt Pavement Conference

Electronic Weighmaster Signatures Feb. 3, 2016 letter to ARBA and AAPA: An aggregate supplier contacted this office asking for clarification of the intent of our February 1, 2016 letter stating that the Department would begin allowing electronic signatures on weight tickets at scale locations with remote ticketing capability.   The supplier asked if it would also be allowable to utilize electronic signatures at scale location that do not have remote ticketing capability. At such locations, the Weighmaster would sign the ticket electronically, but still physically deliver the ticket to the driver. The answer to the supplier’s question is yes, the Department’s will allow electronically signed tickets delivered in this manner. 26th Annual Alabama Asphalt Pavement Conference

26th Annual Alabama Asphalt Pavement Conference Topics of Discussion -Work Zone Safety Issues / Initiatives: Portable Rumble strip drawing and Special Provision -Procedures for removing construction signs: Addressed in CIM 1-2009 which states that after maintenance acceptance, the Region Engineer may consider removal of TCDs. There should be no reason to leave devices in place after all punch list work is complete. -Over weight Loads 26th Annual Alabama Asphalt Pavement Conference

25th Annual Alabama Asphalt Pavement Conference Effective date was June 1st . Many of these changes were discussed last year. I’m only going to cover the highlights. 25th Annual Alabama Asphalt Pavement Conference
